Bachelorarbeit aus dem Jahr 2018 im Fachbereich Politik - Allgemeines und Theorien zur Internationalen Politik, Note: 1,7, Georg-August-Universität Göttingen, Sprache: Deutsch, Abstract: Im Mittelpunkt dieser Arbeit steht die Forschungsfrage, ob das bedingungslose Grundeinkommen mit John Rawls Theorie der Gerechtigkeit kompatibel ist. Angesichts der wachsenden Produktivität fortgeschrittener Volkswirtschaften, der zunehmend ungleichen Einkommensverteilung, der mit der Automatisierung einhergehenden Abnahme klassischer Erwerbsarbeit sowie der Zunahme "atypischer" Beschäftigungsverhältnisse im Laufe des zwanzigsten Jahrhunderts, wird das bedingungslose Grundeinkommen (BGE) zunehmend als sozialpolitische Alternative bemüht. Neben einigen Pilotprojekten wie beispielsweise in Kanada und Finnland, wurde 2016 in der Schweiz das erste Referendum weltweit über die Einführung eines BGE abgehalten. Die Idee des BGE erlebt dabei aber nicht nur im gesellschaftlichen und politischen Diskurs neuen Aufschwung, auch in der akademischen Debatte erlangt das Thema immer mehr Aufmerksamkeit. Seit 2006 widmet sich beispielsweise ein ganzes Journal, das "Basic Income Studies", ausschließlich dem Thema Grundeinkommen. Die Idee, jedem Menschen eine permanente periodische Transferzahlung ohne Bedürftigkeitsprüfung oder Anknüpfung an eine Arbeitsbereitschaft zukommen zu lassen, wird dabei aber auch in vielerlei Hinsicht kritisiert. Neben ökonomischen Bedenken hinsichtlich der Finanzierbarkeit und der Auswirkung auf die öffentlichen Haushalte, sowie des Arbeitsmarktes werden vor allem aus gerechtigkeitstheoretischer Sicht Einwände gegen ein BGE erhoben. Die Kernkritik an einem BGE richtet sich konkret - um es mit den Worten des norwegisch-US-amerikanischen Philosophen Jon Elster auszudrücken - gegen "[...] a widely accepted notion of justice: it is unfair for able-bodied people to live off the labor of others". Hinter diesem Einwand stehen zwei zutiefst liberale Konzeptionen von Gerechtigkeit. Vordergründig steht die Forderung nach Reziprozität, also dem Konzept, dass Gerechtigkeit auf einer Form der Gegenseitigkeit (gegenseitigen Inanspruchnahme) beruhen muss. Eng damit verbunden steht das Recht auf Eigentum und der Schutz vor staatlichen Eingriffen. Innerhalb der politischen Philosophie sind es deswegen vor allem Vertreter des Liberalismus, die der Idee eines BGE entgegenstehen.

In diesem Buch wird geprüft, ob sich das Grundeinkommen an die in der Schweiz tief verankerte republikanische Bürgertradition anknüpfen lässt. Es finden sich hier nämlich bereits grundeinkommensähnliche Institutionen, die auf diese Tradition zurückgeführt werden können. Vor diesem Hintergrund ist das Grundeinkommen in der Schweiz keine weltfremde Utopie, sondern eine republikanische Perspektive mit Bodenhaftung. Auf Grundlage einer innovativen Verbindung von politischer Theorie, Schweizer Geschichte und aktueller Gesellschafts- und Sozialpolitik durchleuchtet diese Studie sowohl prinzipielle politisch-philosophische Begründungsvarianten als auch praktische Möglichkeiten, das Grundeinkommen an real- und ideengeschichtliche Pfade anzuschliessen.

Since the introduction of the income tax in 1913, controversy has raged about how heavily to tax the rich. Opponents of high tax rates claim that heavy assessments have negative incentives on the productivity of some of our most talented citizens; supporters stress the importance of the rich shouldering their "fair share," and decry the loopholes that permit many to escape their obligations. Notably absent from this debate is hard evidence about the actual impact of taxes on the behavior of the affluent. This book presents evidence by leading economists of the effects of taxes on the formation of businesses, the supply of labor, the form of executive compensation, the accumulation of wealth, the allocation of portfolios, and the realization of capital gains. Among its findings are that the labor supply of the rich remained unchanged in the face of large tax cuts in 1986, and that in late 1992 executives exercised billions of dollars' worth of stock options in order to beat the tax increases expected in 1993. The book also presents a history of efforts to tax the rich, a demographic snapshot of the financially affluent, and a road map to widely used tax-avoidance strategies.
