High-impact companies are a very important source of economic and job growth. Identifying the drivers and barriers behind their development is key to developing a sound supporting policy framework. The Global Entrepreneurship Development Index (GEDI) can interpret and measure entrepreneurial capacity as a systemic phenomenon. For that reason it provides a powerful means of assessing regional entrepreneurial performance. This paper begins by analyzing GEDI results in order to draw a picture of how well entrepreneurship systems perform in Latin America and the Caribbean (LAC). The lessons drawn from this analysis are deepened through the qualitative analysis of nine case studies on the creation and development of successful high-impact companies in the region.

This book looks at both the potential and limits of policies to promote entrepreneurship as an important vehicle for social mobility in Latin America and the Caribbean. Who are the region's entrepreneurs? They tend to be middle-aged males with secondary and, often, tertiary education who represent only a small segment of the economically active population in the six countries considered in this book. They come from families in which a parent is, or was, an entrepreneur. In fact, a parent's occupation is more important in the decision to become an entrepreneur than a parent's wealth, income or education. Middle class entrepreneurship tends to dominate the sample in part since this is the majority class in society. However, as a percentage of each social class, entrepreneurship tends to be higher in the upper class, followed by the middle and lower class. Entrepreneurs concentrate in micro enterprises with fewer than five employees. They enjoy greater social mobility than employees and the self-employed, but this mobility is not always in the upward direction. Entrepreneurs face multiple obstacles including stifling bureaucracy, burdensome tax procedures, and lack of financing, human capital, technological skills, and supportive networks. The support of family and friends and a modicum of social capital help cope with these obstacles to entrepreneurship.

In addition to yearly data and comparison, this 2017 edition also explores the digital entrepreneurial ecosystem and provides a detailed analysis of two measurements of entrepreneurship: the GEDI and the Total Early-Stage Entrepreneurial Activity (TEA) measure. Whereas developed countries will be challenged to increase their economic productivity to sustain current standards of living as their populations rapidly age, developing economies will need to integrate more than two billion young adults into the world economy by 2050. How can more than one billion jobs be created in the developing world within this timeframe, especially in the least developed countries, where poverty and massive unemployment are already dominant facts of economic life? How can we measure, monitor, and build the ecosystems to produce such growth? The GEDI is designed to profile national systems of entrepreneurship. The Global Entrepreneurship and Development Index is an annual index (composite indicator) that measures the health of the entrepreneurship ecosystems in a given country. The authors have identified 14 components (or pillars) that are important for the health of entrepreneurial ecosystems, identified data to capture each , and used this data to calculate three levels of scores for a given country: the overall GEDI score, scores for Individuals and Institutions, and pillar level scores (which measure the quality of each of the 14 components).
