Climate change is a significant and growing threat to food security—already affecting vulnerable populations in many developing countries, and expected to affect ever more people in more places, unless action is taken beginning today. Current scenarios for business-as-usual farming under climate change project growing food security challenges by 2050. Worst hit will be underdeveloped regions of the world where food insecurity is already a problem and populations are vulnerable to shocks (Rosegrant et al. 2014). Improvements in agricultural technology and management are expected to increase food security, but if we do not address climate change, climate-related losses in crop and livestock productivity will reduce those gains (Lobell and Gourdji 2012). In this challenging environment, countries will need to contend with shifts in which crops they can best produce, significant changes in global prices, and change in countries’ comparative advantages. New analytical tools that allow policy makers and decision makers to integrate data from the global to the local level offer an important opportunity for countries to identify the most effective ways to address climate change. As the 22nd Conference of the Parties (COP22) gets underway and the role of agriculture as a key element in reducing emissions is widely recognized, countries can use these tools to identify locally appropriate policies that will reduce the impact of climate change on food security over the long term.

This report assesses the impact of IFPRI’s social-protection research program (GRP28) from 2000 to 2012 (including its predecessor, MP18). The assessment includes an extensive review of public goods produced by the program, stakeholder perceptions of the program’s public goods and research activities, case studies (Bangladesh, London, Mexico, Rome, and Washington, DC), and policy or programming changes that resulted from IFPRI-sponsored research, capacity strengthening, and research-policy linkages between 2000 and 2012. Over 40 interviews were conducted with national stakeholders, donors, IFPRI staff, government officials, and individuals who participated in or had knowledge of IFPRI’s activities regarding social protection during this timeframe. IFPRI’s social-protection research activities conducted under the GRP28 are ongoing and extend beyond the 2012 endline of this assessment. GRP28 research activities initiated during the latter part of the 12-year timeframe (that is, in 2010, 2011, or 2012) are limited or absent from this assessment if results had not been published at the time the study was initiated early in the summer of 2014.

As the two case studies suggest, STI impact is highly context-specific, and must often adapt to a changing decision-making milieu. Partner engagement is a critical piece in moving policy research to outcomes, as is reflected in IFPRI’s most recent strategy and increased deployment of personnel to country programs. However, local deployment for impact comes at the expense of critical mass at headquarters and the ability to engage in emerging trends in scientific discovery. And, as the review highlights, such critical mass can only be deployed over a limited number of research themes. As the IFPRI STI team explores the next strategic focus for its research, it faces the difficult question of how to balance the increasing emphasis on accountability, and therefore impact, with the ability of IFPRI to define new research areas and generate IPGs in this critical policy area.

The coronavirus pandemic has upended local, national, and global food systems, and put the Sustainable Development Goals further out of reach. But lessons from the world’s response to the pandemic can help address future shocks and contribute to food system change. In the 2021 Global Food Policy Report, IFPRI researchers and other food policy experts explore the impacts of the pandemic and government policy responses, particularly for the poor and disadvantaged, and consider what this means for transforming our food systems to be healthy, resilient, efficient, sustainable, and inclusive. Chapters in the report look at balancing health and economic policies, promoting healthy diets and nutrition, strengthening social protection policies and inclusion, integrating natural resource protection into food sector policies, and enhancing the contribution of the private sector. Regional sections look at the diverse experiences around the world, and a special section on finance looks at innovative ways of funding food system transformation. Researcher–implementer partnerships are a subject of growing interest in CGIAR, and beyond, to help ensure research is relevant, cost-effective, and likely to scale up quickly among potential users. In 2021, as part of its synthesis strategy, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) commissioned an external review of the International Food Policy Research Institute’s (IFPRI) researcher–implementer partnerships in the context of nutrition-sensitive programming.1 The objective of this external review was to characterize and evaluate IFPRI’s researcher–implementer partnerships with Helen Keller International (HKI) and the World Food Programme (WFP). In the context of this external review, “research–implementer partnership” referred to long-term partnerships between two organizations that lasted beyond the life of a single project or funding stream. This review aimed to characterize and document how researcher–implementer partnerships work, what factors facilitate or constrain these types of partnerships, and how the evidence generated by them influences changes in programs and policies at the partner organizations and beyond. The study was completed through a desk review of peer-reviewed and gray literature and a series of in-depth interviews with key informants from IFPRI, HKI, WFP, and staff from other implementing organizations, funding organizations, and academic institutions. In total, 15 individuals from 8 organizations were interviewed virtually in July and August 2021. Data were analyzed using thematic content analysis. This brief synthesizes the lessons learned about effective researcher–implementer partnerships and the implications for researchers, implementers, and funders.
