Los dias 20, 21 y 22 de octubre de 1993 se celebro en santiago de chile el encuetro internacional "politicas de igualdad de oportunidades" gracias a la cooperacion de suecia, holanda, noruega, dinamarca, finlandia, chile y españa. Las diversas intervenciones tuvieron por objeto mayoritariamente reflejar cual era la situacion de las politicas de igualdad en sus repectivos paises (mayoritariamente del area latinoamericana), tanto en lo que se refiere a las modificaciones legales promovidas como al impulso de planes de accion y politicas concretas destinadas a eliminar los obstaculos que impiden a la mujer incorporarse a las distintas esferas de la vida publica en igualdad de condiciones con los varones. Las intervenciones en el seminario se produjeron en el seno de las siguintes parcelas o mesas tematicas: 1) igualdad de oportunidades como condicion de la democracia moderna. La sociedad democratica moderna reivindica no solo la libertad y la fraternidad, sino tambien la igualdad, sin embargo este principio de igualdad de oportunidades no fue aplicado a la desigualdad por razon de sexo hasta hace muy poco tiempo y bajo la influencia del movimiento feminista contempoaneo que obligo a las instituciones publicas nacionales e internacionales a replantearse la cuestion y a buscar la forma de convertir la igualdad entre los sexos en politicas publicas especificas. 2) igualdad de oportunidades y su relacion con el diseño y aplicacion de politicas publicas. En el area de america latina la recuperacion de las instituciones democraticas es un proceso relativamente reciente, quizas por ello el tema de la igualdad entre hombres y mujeres siga siendo secundario en las prioridades del estado, independientemente de las legislaciones que cada pais haya implementado. Por ello, en esta mesa se toma como base la experiencia europea para afrontar los problemas que las politicas de igualdad presentan en la realidad latinoamericana. 3) igualdad de oportunidades en el contexto de la modernizacion del estado. Bajo este epigrafe se incorporan diversas ponencias que identificando el estado moderno con conceptos tales como democracia, participacion y creatividad evaluan el papel que la incorporacion de la dimension de genero ha supuesto a los procesos de "modernizacion" en diversos paises, como el caso de españa donde el desarrollo del segundo plan para la igualdad de oportunidades va a tener una gran importancia. 4) estrategias posibles para lograr la igualdad de oportunidades. En este aspecto se deben conjugar las medidas a largo plazo tendentes a un cambio permanente de roles y actitudes con las politicas a corto plazo destinadas a permitir un impacto inmediato en la sociedad. 5) relacion entre el estado y la sociedad civil para el diseño de politicas de igualdad de oportunidades. En esta mesa se puso de manifiesto como el exito en la aplicacion de estas politicas no puede garantizarse si no se cuenta con la participacion de la ciudadania en las tareas del estado, 6) igualdad de oportunidades en la perspectiva de un cambio cultural. 7) politicas de igualdad en los niveles regional y local. Donde se recoge la importancia de desarrollar estos politicas no solo a nivel nacional sino en ambitos supra e infranacional. 8) plan de igualdad de oportunidades en chile.
