Göç, tarihin her döneminde toplumsal, ekonomik ve siyasal sonuçlar doğuran ve tarihin akışına yön veren bir olgu olmuştur. Göçün bu çeşitli etkilerinin toplumlar, medeniyetler açısından yapıcı veya yıkıcı sonuçlar meydana getirebildiği tarihsel örneklerden görülebilmektedir. Bu bakımdan göç, toplumlar için dönüştürücü bir kuvvettir. Göç yalnızca günümüzün değil insanlık tarihinin konusudur. Ancak göçün bir türü olan uluslararası göç hareketleri ise yakın tarihimizin konusudur. Ulus devlet düzeninin bir neticesi olan uluslararası göç olgusu küreselleşme sürecinde kazandığı ivmeyle “Göçler Çağı”nı başlatmıştır. Bu süreçte, uluslararası göç hareketlerinin ulus devlet düzeninde önemli yapısal değişiklikler meydana getirdiği görülmektedir. Topluma dair her şey şüphesiz ki yönetimin de konusudur. Toplumsal alanda köklü etkileri olan göç olgusunun yönetimi devletler için kritik önem arz etmektedir. Öyle ki göç yönetimi ekonomi, sağlık, güvenlik, kent yönetimi, adalet, diplomasi, nüfus hizmetleri gibi kamu yönetiminin neredeyse her alanıyla ilişkilidir. Bu durum “Göçler Çağı”nda kamu yönetimini de etkilemekte ve dönüştürmektedir. Türkiye, özellikle son on yılda dünya genelinde uluslararası göç hareketlerinden en fazla etkilenen ve kayda değer sayıda göçmen nüfusa ev sahipliği yapan bir ülke konumundadır. Bu durum Türkiye’de göç yönetimini temel bir siyaset ve siyasa konularından birisi haline getirmiştir. Bu kitap, uluslararası göç olgununun yönetimi meselesini irdelemekle birlikte sınırlar arası insan hareketliliklerinin genel olarak kamu yönetiminde özel olarak ise Türk Kamu Yönetiminde meydana getirdiği değişimleri konu edinmektedir.
