L’Assemblea parlamentare del COE tratta il tema del rafforzamento del ruolo dei giovani nella prevenzione e nella risoluzione dei conflitti. Si ricorda, innanzitutto, che L'Europa ha diversi conflitti attivi e prolungati sul suo territorio, i quali privano generazioni di giovani di opportunità per un futuro migliore. Allo stesso tempo, essi costituiscono uno dei gruppi più vulnerabili nei paesi colpiti da conflitti armati. Per poter raggiungere un accordo di pace duraturo è imprescindibile il coinvolgimento positivo dei giovani. Tuttavia il loro potenziale e il loro contributo a un'efficace regolamentazione dei conflitti e alla costruzione della pace ha ricevuto poca attenzione e sostegno. Tra le altre cose, in questo contesto, l'Assemblea parlamentare deplora che la quota dei giovani nelle legislature sia diminuita nel corso degli anni: solo il 3,9% dei parlamentari nazionali in Europa ha meno di 30 anni. Ciò è in parte legato ad atteggiamenti negativi nei confronti delle capacità dei giovani ma anche a diverse barriere strutturali, individuali e organizzative all'ingresso nel sistema. Di conseguenza, i giovani cercano alternative alla partecipazione, come scendere in piazza o impegnarsi attraverso i social media. Per promuovere la partecipazione dei giovani, i leader politici dovrebbero avvalersi degli strumenti esistenti, come la Carta europea rivista sulla partecipazione dei giovani alla vita locale e regionale del Congresso dei poteri locali e regionali del COE, e creare strutture che diano ai giovani la possibilità di avere un impatto reale. Incoraggiare la partecipazione delle generazioni più giovani al processo decisionale locale e regionale attraverso i consigli e i parlamenti dei giovani è un passo importante verso la loro inclusione nella politica tradizionale.
