Dopo l'introduzione sulla giurisdizione contabile (artt. 100 e 103 della Costituzione), si svolge un'analisi dei principi del processo contabile e relativi aspetti: presupposti, parti, ricorsi, notificazioni, valutazione delle prove, estinzione del giudizio, provvedimenti del giudice. Viene esaminato il diritto di difesa contenuto nell’art. 24 Cost., che lo inquadra tra i diritti fondamentali (inviolabili), e l’art. 3 Cost., nucleo dell’uguaglianza formale e sostanziale di ogni cittadino davanti alla legge, nonché l’art. 111, così come modificato dalla legge costituzionale n. 2/1999, a contenuto fortemente garantistico, ma punto di riferimento imprescindibile per ogni tipo di giurisdizione soprattutto in riferimento al principio del contraddittorio nella formazione della prova. Seguono tutte le fasi processuali contabili e un approfondimento dei mezzi di impugnazione rispetto ai principi naturali del processo ispirati sempre all’art. 24 Cost. Chiudono i rilievi critici rispetto al nuovo Codice di giustizia contabile e alle successive disposizioni integrative e correttive.
