"In Italia, la legislazione appena conclusa ha portato importanti modifiche volte alla semplificazione dell'amministrazione pubblica, finalizzate allo snellimento dell'apparato burocratico. Tale processo si è mosso nella direzione di riorganizzare lo Stato, e di aumentare l'attività a livello locale in gran parte mediante la delega di competenze agli Enti Locali e alle Regioni. In questo libro viene presentato sia il tema del federalismo in generale che di quello fiscale in particolare allo scopo di presentare una visione organica del problema e dal punto di vista teorico e delle sue applicazioni pratiche. Il libro è diviso in due parti distinte. Nei primi cinque capitoli viene presentata la teoria economica dei diversi livelli di governo, dell'attribuzione delle funzioni e del finanziamento degli enti locali con particolare riferimento al caso italiano per il quale vengono presentate le principali imposte, le regole sui trasferimenti agli enti locali e sulla contrattazione con i privati. Nella seconda parte vengono presi in rassegna i casi di federalismo e decentramento operati in Europa. Si parte dalla descrizione dei federalismi "evoluti" come quello svizzero e tedesco, si presenta un caso di non federalismo come quello inglese, si esamina il Belgio in cui il federalismo e le regole trovano una matrice importante nell'equilibrio fra diverse etnie ed infine si esaminano i casi di federalismo "in evoluzione" come quello spagnolo e quello italiano."
