This book explores the writings of Norberto Bobbio (1909-2004) who was Italy’s foremost political, legal, and democratic theorist, a distinguished historian of political and legal ideas, and one of the country’s most perceptive public intellectuals throughout the second half of the twentieth century in Europe. Bobbio’s work offers a unique vantage point for understanding the evolution of twentieth-century ideologies, in Italy as well as in Europe. His biography, scholarship, and militant writings were marked significantly by the vicissitudes of Italian political history, as the country transitioned from constitutional monarchy to Fascist dictatorship to democratic, parliamentary Republic. Tutti i testi qui raccolti trattano problemi molto generali e sono (o meglio vorrebbero essere) elementari. Sono stati scritti per il pubblico che s'interessa di politica, non per gli addetti ai lavori. Sono stati dettati da una preoccupazione essenziale - far discendere la democrazia dal cielo dei principî alla terra dove si scontrano corposi interessi. Ho sempre pensato che questo sia l'unico modo per rendersi conto delle contraddizioni in cui versa una società democratica e delle vie tortuose che deve seguire per uscirne senza smarrirvisi, per riconoscere i suoi vizi congeniti senza scoraggiarsi e senza perdere ogni illusione nella possibilità di migliorarla.

The key question for the history of universal human rights is why it took so long for them to become established as law. The main theme of this book is that the attainment of universal human rights required heroic struggle, first by individuals and then by ever-increasing numbers of people who supported those views against the major historical trends. Universal human rights are won from a hostile majority by outsiders. The chapters in the book describe the milestones in that struggle. The history presented in this book shows that, in most places at most times, even today, for concrete material reasons a great many people oppose the notion that all individuals have equal rights. The dominant history since the 1600s has been that of a mass struggle for the national-democratic state. This book argues that this struggle for national rights has been practically and logically contradictory with the struggle for universal rights. It would only be otherwise if there were free migration and access to citizenship on demand by anybody. This has never been the case. Rather than drawing only on European sources and being limited to major literary figures, this book is written from the Gramscian perspective that ideas mean little until they are taken up as mass ideologies. It draws on sources from Asia and America and on knowledge about mass attitudes, globally and throughout history.

I Comitati Nazionali per le celebrazioni e le manifestazioni culturali sono istituiti e sostenuti dal Ministero per i Beni e le Attività Culturali grazie alla legge n. 420/1997. I Comitati, che nascono su proposta di istituzioni, di Università, di enti locali e personalità del mondo della cultura, hanno il compito di promuovere e realizzare eventi e manifestazioni che ricordino i grandi protagonisti ed avvenimenti della storia e della civiltà italiana. Negli anni, essi si sono qualificati come strumenti operativi particolarmente efficaci per produrre cultura, ampliare la base partecipativa delle iniziative culturali, determinare concrete acquisizioni scientifiche, ottimizzare le risorse finanziarie e favorire una sempre più ampia ricaduta sul territorio, conferendo a determinati eventi un adeguato rilievo ed un riconoscimento istituzionale da parte della Pubblica Amministrazione. I Comitati sono caratterizzati da una attività basata sulla collaborazione operativa tra diverse componenti culturali e istituzionali del Paese; in tal modo hanno creato preziose occasioni di approfondimento e di divulgazione dell'opera di un poeta, di un musicista, di un letterato, di uno scienziato, di un artista, attraverso progetti condivisi di ampio respiro e rivolgendosi sempre con particolare attenzione ai giovani e alla Scuola. A dieci anni dall'istituzione della Consulta dei Comitati Nazionali, l'Amministrazione ha avvertito l'esigenza di raccogliere in un volume il prodotto di questa attività imponente, al fine di rendere conto del notevole impegno profuso in termini di risorse economiche pubbliche, iniziative scientifiche e di ricerca, collegamenti e sinergie tra persone, enti e istituzioni culturali, reso grazie all'entusiasmo e alle fatiche organizzative ed intellettuali di tanti.
