This book examines five features of Japan’s ‘Lost Decades’: the speed of the economic decline in Japan compared to Japan’s earlier global prowess; a rapidly declining population; considerable political instability and failed reform attempts; shifting balances of power in the region and changing relations with Asian neighbouring nations; and the lingering legacy of World War Two. Addressing the question of why the decades were lost, this book offers 15 new perspectives ranging from economics to ideology and beyond. Investigating problems such as the risk-averse behaviour of Japan’s bureaucracy and the absence of strong political leadership, the authors analyse how the delay of ‘loss-cutting policies’ led to the 1997 financial crisis and a state of political gridlock where policymakers could not decide on firm strategies that would benefit national interests. This is an account of the growth and uses of Western learning in Japan from 1720 to 1830. These are the dates of the beginning of official interest in Western learning and of the expulsion of Siebold from the country, the first stage of a crisis that could be resolved only by the opening of the country of the West. The century and more included by the two dates was a most important period in Japanese history, when intellectuals, rebelling at the isolation of their country, desperately sought knowledge from abroad. The amazing energy and enthusiasm of men like Honda Toshiaki made possible the spectacular changes in Japan, which are all too often credited to the arrival of Commodore Perry. The author chose Honda Toshiaki (1744-1821) as his central figure. A page from any one of Honda's writings suffices to show that with him one has entered a new age, that of modern Japan. One finds in his books a new spirit, restless, curious and receptive. There is in him the wonder at new discoveries, the delight in widening horizons. Honda took a kind of pleasure even in revealing that Japan, after all, was only a small island in a large world. To the Japanese who had thought of Chinese civilization as being immemorial antiquity, he declared that Egypt's was thousands of years older and far superior. The world, he discovered, was full of wonderful things, and he insisted that Japan take advantage of them. Honda looked at Japan as he thought a Westerner might, and saw things that had to be changed, terrible drains on the country's moral and physical strength. Within him sprang the conviction that Japan must become one of the great nations of the world.

The present monograph has grown out of a good many years of study of the history of the European trade to the East Indies. The starting-point actually was Danish. Having treated the history of the Danish Asiatic Company during the period 1732-1772 I went abroad in order to familiarize myself with the background to the reorganization of Danish trade about 1732. It was especially the possible connexion with the dissolved Ostend Company and the counter-measures, diplomatic as well as economic, of the Dutch, English, and French companies that interested me. Through these investigations I got acquainted with the various Northwest European company records and soon realized that the Dutch archives offered a rich material, especially as regards quantities and prices. A study on the Dutch Company's trade in Japanese copper, a subject which had previously occupied Scandinavian historians in con nexion with the question of the status of Swedish copper on the European market in the 17th century, amplified my knowledge of the archives in the Hague to such a degree that I dared to tackle the greater object of giving a description of the Company's trade as a whole during its heyday. On various points it proved to be necessary to make comparative in vestigations, especially in the English East India Company's archives in London.
