This book investigates the historical roots of the Italian Republic’s oldest surviving political party, the populist far right Lega (Nord), tracing its origins to post-war Italy. The author examines two main case studies: the Movements for Regional Autonomy (MRAs), the Piedmontese Movement for Regional Autonomy (the MARP) and the Bergamascan Movement for Autonomy (the MAB), both of which formed a first wave of post-war populist regionalism from 1955 until 1960. The regionalist leagues which later emerged in both Piedmont and Lombardy in the 1980s – and which would later form part of the Lega Nord – represented in many ways a revival of the MRAs’ populist regionalist discourse and ideology and, therefore, a second wave of post-war populist regionalism. Despite this, neither the MRAs nor the twenty year gap between these waves of activism have received the attention they deserve. Drawing on a series of archival and secondary sources this book takes an innovative approach which blends concepts and theories from historical sociology and political science. It also provides a nuanced examination of the continuities and discontinuities between the MRAs and the Lega from the 1950s until time of publication. This contributes to debates not only in contemporary Italian history, but also populism and the far right. While rooted in historical approaches, the book’s interdisciplinarity makes it suitable for students and researchers across a variety of subject areas including European history, modern history, and political history.

Despite the promise of the new "Second Republic" launched in the early 1990s, Italy remains Europe’s least well-governed country. Fifteen years ago, politicians on the take and mafiosi on the make were supposedly pushed aside by a new generation of reformers and crusading magistrates. However, in this new book a team of leading experts on Italy uncovers little real progress. Badly needed reforms have foundered on bickering between the parties and their ego-centric leaders. Both left and right-wing coalitions have been guilty of impeding the anti-corruption revolution. Little has been done to improve the quality of public expenditure: infrastructure and education systems remain shambolic, and decades of periodic devaluation and deficit spending have left the economy structurally weakened. Italy’s politicians are not just masters of trasformismo (an ability to reinvent and present themselves anew to voters), but of stratificazione, or "layering", the introduction of new policies and institutions without replacing those that preceded them. The result is a damaging mix of obsolete and contradictory legislation, the product of bargaining over reform by chronically weak governments in a veto-ridden polity. The outcome – immobilismo – is a system in which all parties, and democratic government itself, are steadily losing legitimacy. This book was published as a special issue of West European Politics.

The Oxford Handbook of Italian Politics provides a comprehensive look at the political life of one of Europe's most exciting and turbulent democracies. Under the hegemonic influence of Christian Democracy in the early post-World War II decades, Italy went through a period of rapid growth and political transformation. In part this resulted in tumult and a crisis of governability; however, it also gave rise to innovation in the form of Eurocommunism and new forms of political accommodation. The great strength of Italy lay in its constitution; its great weakness lay in certain legacies of the past. Organized crime—popularly but not exclusively associated with the mafia—is one example. A self-contained and well entrenched 'caste' of political and economic elites is another. These weaknesses became apparent in the breakdown of political order in the late 1980s and early 1990s. This ushered in a combination of populist political mobilization and experimentation with electoral systems design, and the result has been more evolutionary than transformative. Italian politics today is different from what it was during the immediate post-World War II period, but it still shows many of the influences of the past.

The northern Italian, ‘Padanian’ identity, fostered by the Lega Nord, is rooted in the long-standing tradition, in political and scholarly discourse, of casting regional differences within Italy in terms of a North-South geographic divide. Trying to come to terms, in the late 1980s and 1990s, with Italy’s (real or presumed) inadequacies – such as inefficient government, corruption, and organized crime – this imagined geography acquired political centrality in that the North became associated with the virtues of modernity and the South with the vices of un-modernity. It was not only politicians but also social scientists, who fostered and perpetuated this conceptualization of the North-South divide, thus imposing a normative hierarchy between the two parts of the country. In response to this discourse many scholars, both in Italy and abroad, have started to question this perception of the South as a “backward” and implicitly inferior society. Starting from this critical tradition, Michel Huysseune provides a new, systematic, and interdisciplinary approach that re-interprets the premises behind Italy’s imagined geography of modernity. He moves beyond an understanding of the South as a “backward” and implicitly inferior society and problematizes normative notions of modernity, thus offering a new perspective on the North-South divide, which has a significance well beyond the case of Italy.
