“Quaderni piacentini” è stata una prestigiosa rivista di dibattito politico e culturale fondata a Piacenza nel 1962 da Piergiorgio Bellocchio e Grazia Cherchi. Pubblicata in completa autogestione fino al 1980, e in una seconda serie fino al 1984, è stata il punto di riferimento teorico-politico della cosiddetta Nuova sinistra. “Quaderni piacentini” ha avuto il merito di aver anticipato le tematiche del movimento studentesco del 1968 e sostenuto, in ambito culturale, una linea di critica intransigente alla società capitalistica e all’industria culturale. L’antologia che qui presentiamo riprende quella curata a suo tempo da Luca Baranelli e Grazia Cherchi. In 1972, the US Navy installed a base for nuclear submarines in the Archipelago of La Maddalena off the northeastern shore of Sardinia, Italy. In response, Italy established a radiation surveillance program to monitor the impact of the base on the environment and public health. In the first systematic study of nuclear expertise in Italy, Davide Orsini focuses on the ensuing technopolitical disputes concerning the role and safety of US nuclear submarines in the Mediterranean Sea from the Cold War period to the closure of the naval base in 2008. His book follows the struggles of different groups—including local residents of the archipelago, US Navy personnel, local administrators, Italian experts, and politicians—to define nuclear submarines as either imperceptible threats, much like radiocontamination, or efficient machines at the service of liberty and freedom. Unlike inland nuclear power plants, vividly present and visible with their tall cooling towers and reactor containers, the mobility and invisibility of submarines contributed to an ambivalence about their nature, perpetuating the idea of nuclear exceptionalism. In Italy, they symbolized objects in constant motion, easily removable at the first sign of potential harm. Orsini demonstrates how these mobile sources of hazard posed special challenges for both expert assessments and public understandings of risk, and in contexts outside the Anglo-Saxon world, where unique social power dynamics held sway over the outcome of technopolitical controversies.

In the postwar years, Italy underwent a far-reaching process of industrialization that transformed the country into a leading industrial power. Throughout most of this period, the Italian Communist Party (PCI) remained a powerful force in local government and civil society. However, as Stephen Gundle observes, the PCI was increasingly faced with challenges posed by modernization, particularly by mass communication, commercial cultural industries, and consumerism. Between Hollywood and Moscow is an analysis of the PCI’s attempts to cope with these problems in an effort to maintain its organization and subculture. Gundle focuses on the theme of cultural policy, examining how the PCI’s political strategies incorporated cultural policies and activities that were intended to respond to the Americanization of daily life in Italy. In formulating this policy, Gundle contends, the Italian Communists were torn between loyalty to the alternative values generated by the Communist tradition and adaptation to the dominant influences of Italian modernization. This equilibrium eventually faltered because the attractive aspects of Americanization and pop culture proved more influential than the PCI’s intellectual and political traditions.
