This book discusses the many legal aspects arising in relation to the maintenance of peace in Africa. Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.

The new South Africa, as well as the surrounding southern region, is finally free of apartheid and colonial rule. Civil wars have ended; democracy is everywhere. Economically, South Africa and the region are beginning to grow more rapidly than ever before. But serious impediments to sustainable growth and effective participatory government remain. President Nelson Mandela's African National Congress won a strong victory in South Africa's 1994 elections and has governed with skill and ambition ever since. Nevertheless, crime rates have soared, as have the number of illegal and conventional small arms, car hijackings, trade in drugs, illegal immigrants, and all manner of attacks on the political and social stability of the state. This book puts these serious societal problems in perspective and provides fresh answers and recommendations. The book includes chapters on crime rates and criminal syndicates, the proliferation of conventional arms, illegal populations movements, drug trafficking, the South African army, and a concluding chapter on African armies and regional peacekeeping. The contributors are Jacklyn Cock, University of the Witwatersrand; Robert Gelbard, Assistant Secretary of State for Drug Enforcement and Legal Affairs; Jeffrey Herbst, Princeton University; Mark Malan, Mark Shaw, and Hussein Solomon, Institute for Security Studies; Katherine Marshall, the World Bank; Steven Metz, U.S. Army War College; Greg Mills and Glenn Oosthuysen, South African Institute of International Affairs; C.J.D. Venter, South African Police Service; and Joan Wardrop, Curtin University, Australia. Copublished with the World Peace Foundation

Peace Agreements And Civil Wars In Africa written by Julius Mutwol and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009 with History categories.

This book answers two related questions concerning civil war peace agreements. First, it explains why some peace agreements get signed while others do not get signed, and second, why do some of those agreements that get signed not hold to ultimately bring an end to protracted civil wars. In spite of the fact that most mediated settlements of civil wars are not durable, it is still important that we understand why some civil war agreements reach initial steps towards settlement, without which full and durable end of conflict is not possible. To improve our understanding of the process through which civil war agreements are concluded and why some settlements hold while others do not, this study looks at empirical evidence from three mediated sets of peace agreements. The focus is first a series of fourteen agreements that finally ended the first civil war in Liberia in 1997; second, the 1993 Arusha peace accord that failed to prevent the escalation of conflict into genocide in Rwanda; and third, a series of three agreements that were signed but did not initially hold to end the conflict in Sierra Leone. An excellent and thorough study, this book will be a welcome reference for collections in African studies, international peace studies, and political science.

Violent Conflicts Fragile Peace written by Norman Mlambo and has been published by Adonis & Abbey Publishers this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008 with Political Science categories.

The African continent has experienced too many violent conflicts leading to much loss of life, destruction of infrastructure, disruption of productive socio-economic activity, displacement of hundreds of thousands of people, and the diversion of scarce resources towards arms procurement. It is clear to all that for sustainable development of the African continent, it is important that policy makers and all levels of society understand Africa's security challenges so that all may work towards sustainable peace and security for the African continent. This book is a collection of papers, most of them written for the journal African Renaissance, by prominent African scholars and practitioners who seek to understand the various causes of African conflicts, the many forms and different dimensions that these conflicts have taken, their devastating effects and the challenges for sustainable peace and security on the African continent. The book is proudly blessed by the inclusion (with permission) of the report of the outgoing United Nations Secretary General Kofi Anan entitled "The Causes of Conflict and the Promotion of Durable Peace and Sustainable Development in Africa". The book is aimed at policy makers, academics, students, and for all who are interested in peace, security and sustainable development on the African continent. ________________________________________ Dr. Mlambo was born in Zimbabwe and holds a B.A. (Honours) degree in Economic History from the University of Zimbabwe and a Ph.D. in History from the University of Cape Town in South Africa. A qualified helicopter pilot, he did his pilot training in Romania and Canada and served as a pilot with the Air Force of Zimbabwe for 13 years, and rising to the rank of Squadron Leader. Dr Mlambo has been a lecturer at the University of Zimbabwe, a Research Fellow on the Peace and Security Research Programme of the SAPES Trust in Harare, and Editor of the Daily Mirror, a privately owned newspaper in Harare. He is currently Head of the Peace and Security Research Unit at Africa Institute of South Africa.
