This book analyzes the 'intellectual political culture' of post-Tiananmen China in comparison to and in conflict with liberalism inside and outside the P.R.C. How do mainland politics and discourses challenge ‘our’ own, chiefly liberal and anti-‘statist’ political frameworks? To what extent is China paradoxically intertwined with a liberal economism? How can one understand its general refusal of liberalism, as well as its frequent, direct responses to electoral democracy, universalism, Western media, and other normative forces? Vukovich argues that the Party-state poses a challenge to our understandings of politics, globalization, and even progress. To be illiberal is not necessarily to be reactionary and vulgar but, more interestingly, to be anti-liberal and to seek alternatives to a degraded liberalism. In this way Chinese politics illuminate the global conjuncture, and may have lessons in otherwise bleak times.

English Abstract: This article examines the applicability of convergence thinking via two protests in southern China: the Wukan 'uprising' and the 'Umbrella Revolution'. These failed to usher in 'democracy' in an unnamed, 'Western' procedural sense. Yet the global media events expose the limits of convergence thinking, both official/PRC and Western/liberal. In so far as convergence is also about hegemony and rivalry, the events also show the fading of the latter, liberal one and the rise of the Chinese state as something which must be reckoned with analytically. It is not that the Chinese version is truer but that its relative legitimacy and actuality must be used to further citizens' ends. The challenge is to re-politicise the state and bureaucracy, and in this the villagers have a lesson for Hong Kong.

Is China challenging liberal norms or being socialised to them? This book argues that China is incrementally pushing for re-interpretation of liberal norms, but, the result is that rather than being illiberal, this reinterpretation produces norms that are differently liberal and more akin to the liberal pluralism of the 1990s. In developing this argument, the author presents a novel way to understand and assess these incremental changes, and the causes of them. The book’s empirical chapters explore China’s views on norms of sovereignty and intervention, and aid and development, contrasting them against the current western liberal practices, but making the case that they are congruent with the attitudes understood as being broadly liberal-pluralist. We develop a theoretical logic and character of a Chinese model of international order. We begin by considering general problems of power transition and hegemonic order-building, with reference to the American experience with liberal hegemony. China will, like all powerful states, seek an order that protects its interests. But unlike its predecessors, China faces an existing order containing elements posing a threat to its domestic political and economic model. We describe this domestic model, and consider how it might be defended at the international level--embedded in the logic and organizational principles of hegemonic order. Our contribution is to theorize the consequences of China's hegemonic interests, including domestic preservation, and its order-building practices, for the operation and underlying character of a China-led hegemonic order. While not inherently illiberal in form, we outline how the emergent order could generate illiberal outcomes. This paper therefore theorizes the concept of illiberal hegemony.
