Cette idéologie et cette attitude portent la marque d'influences nombreuses et de facteurs divers : les idées libérales et radicales, les conditions économiques anglaises, les exigences de la vie politique et parlementaire de Londres, la nature et l'action du Congrès national indien, ainsi que ses rapports avec le Labour. Ce dernier manifeste peu de sympathie pour le nationalisme, pour les changements brusques, pour ceux qui réclament l'indépendance immédiate et veulent l'arracher. Il se montre un partisan déterminé de la progression lente, par étapes, de la préparation à l'autonomie ou à l'indépendance. Les travaillistes proclament leur solidarité avec les ouvriers indiens, et s'estiment responsables de leur sort ; ils tendent ainsi, inévitablement, à subordonner ce dernier aux exigences de leur propre politique. Ils conseillent aux Indiens de recourir uniquement aux méthodes constitutionnelles, de faire confiance à l'action que mènent leurs amis au Parlement de Westminster, de se méfier du nationalisme, aussi bien économique que politique. Pendant toute cette période, les rapports entre le Labour et le nationalisme indien sont caractérisés par des malentendus et des images fausses. Les travaillistes cherchent à transplanter, en Inde, le modèle qui leur est familier, mais ce qui sera véritablement transmis ne leur appartient pas en propre.

It is generally assumed that the language of patriotism and national identity belongs to the political right, but the emergence of socialism in the 1880s shows clearly that the left also drew on such ideas in its formative years to legitimate a particular form of socialism, one presented as a restoration of an English past lost to industrial capitalism. The First World War dealt a severe blow to this radical patriotism: though the anti-war left continued to use radical patriotic language in the early years, the war degraded patriotism generally, while the Russian Revolution gave internationalism a new focus, and also threatened the dominant concept of British socialism. Moderate Labour sought to prove their fitness to govern, and concentrated on the `national interest' rather than oppositional Englishness, while the left of the movement looked to Soviet Russia rather than the English past for models for a future socialist society.
