A study assessing the welfare of immigrant and refugee youth in Australia is reported on in this document, which is divided into five chapters. Chapter 1 summarizes findings and presents recommendations for government action and policy; overall, it was found that the personal, social, educational, and employment needs of the teenage immigrant population are not presently being acknowledged or met. Chapter 2 describes the background of the Ethnic Liaison Officer Working Party No.2, the government-appointed body that prepared the report. Chapter 3 reviews Australian literature on schooling and the adolescent immigrant. The review points to a need for research on the English language, education, and training needs of immigrants and refugees who arrive in Australia as young adults. Chapter 4 provides an overview of educational choices available to the immigrant student, including English as a Second Language and bilingual education programs. Chapter 5 assesses the educational needs of immigrants who are beyond the age of compulsory schooling. Problems of unemployment and acculturation are given special focus. The appendices list the Working Party's terms of reference and membership, and outline the information needs identified by the Working Party. (KH)

Set in the context of a general historical background to the development of multicultural education in Australia, a theoretical framework is developed with which to analyze the move from the traditional curriculum of cultural assimilation to the progressivist curriculum of cultural pluralism. The book analyzes the limitations of the progressivist model of multicultural education and suggests a new ‘post-progressivist’ model, in evidence already in an incipient and as yet tentative ‘self-corrective’ trend in the case-study schools.

An overview of the preliminary findings of a large-scale longitudinal (1974-77) survey of the educational needs and social problems of immigrant students in Sydney, Australia, is presented in this report. Four findings are treated as most significant: (1) Differences among immigrants of different non-English-speaking background are so great that to pool them in a single category is often misleading. (2) In confirmation of previous studies, large numbers of students from non-English-speaking ethnic groups reject the "institutional ideology" of their school by clinging to high aspirations and staying at school despite a low level of performance as the school assesses it. (3) The theories of the "stunting" and "liberating" effects of immigration do not adequately explain the experiences of the students studied. (4) Because the survey stops at the point at which the students leave school, its results cannot be used to predict how the subjects will fare when they face employers and tertiary institutions. In view of these findings the educational system is called upon to break the dominance of the "institutional ideology" and to better serve children of low IQ and low socioeconomic status whom it now does its best to throw off. It is further recommended that resources be used to dislodge the explicit anti-immigrant prejudices of some schools, and that resources are also needed for monitoring and for further research. Families from non-English speaking backgrounds who migrated to Australia were surveyed on their opinions about Australian schools and the process of making decisions about schooling and careers for young people. Four types of factors were organized into a framework for conducting the study and analyzing the data: (1) student background factors such as ethnicity, gender, and length of time in Australia; (2) home environment and home influence factors such as parents' aspirations and expectations; (3) school environment factors such as students' attitudes and experiences; and (4) home-school interface factors such as quality and quantity of home-school contact. Parents' opinions were solicited through semi-structured discussions in the parents' native languages. Other information was generated from open-ended interviews with teachers, community leaders, and social workers who had particular knowledge of the families. Qualitative results are presented for the following groups: (1) Vietnamese families; (2) Greek families; (3) Chinese families; (4) Turkish families; and (5) English-speaking families. In general, parents had high aspirations for their children's future but were concerned that schools were not organized to help their children go further.
