Regional impact analysis using input-output modelling is widespread and has had a long history. Little has been done, however, to assess the impact of gambling activities on regional economies. An approach to this issue has been developed to study the impact of electronic gaming machines on Australian regional cities. The findings suggest that the present distribution of gaming revenue leads to poor relative performance of the sector and large leakages out of the regional economy and in turn reduces levels of regional output, income and employment. An attempt was then made to quanitify the net effects of gaming, including the social costs, to the regoinal economy. Policy options were then discussed. It is argued that the methodology used has application to the study of gaming in other regional areas.

Background: Electronic gaming machine (EGM) is established as a particularly risky form of gambling. The harms of frequent EGM play and problem gambling are many, and negatively affect the individual, families and the broader community. New Zealand is one of the few countries that has incorporated public health approach to gambling harm; however, research suggests that the prevalence rate of problem gambling has plateaued and the gambling harm-minimisation strategies seem to focus on the extreme end of problem gambling with very little focus on health promotion policies. Therefore, there are many prospects of developing a broader and more integrated public health approach, especially for EGM gambling. Aim and objectives: The primary aim of this thesis was to understand EGM gambling behaviour in a holistic manner to make recommendations of potential strategies to minimise EGM gambling-related harms and promote health. This thesis was guided by four main objectives, which are; 1. To explore the association between problem gambling and psychological disorders in EGM gamblers. 2. To develop a comprehensive theoretical framework for EGM gambling behaviour. 3. To understand the challenges related to EGM gambling harm-minimisation and interventions. 4. To provide recommendations for regulatory policy, clinical directives and community actions to minimise EGM gambling harm and improve gambling interventions within the public health approach. Methodology: The thesis undertook three sequential studies for data collection and analysis using mixed methodologies. Study one utilised quantitative online survey methodology on a sample of selfreported EGM gamblers to understand association on co-occurring psychological disorders and problem gambling and its relationship to decision-making. Study two utilised qualitative indepth semi-structured interview method to collect data on experiences and circumstances around EGM play, gambling motives, help-seeking behaviours, reasons to relapse and experience of gambling harm from active EGM gamblers. Similarly, Study three utilised qualitative in-depth interviews method to understand the complexity of EGM gambling behaviour from the perspectives of health professionals, academics and policy-makers in developing EGM gambling harm-minimisation, policies and intervention strategies. Each study informed factors that could impact the onset and course of EGM problem gambling and experience of gambling-related harm to generate a conceptual framework and recommend potential EGM gambling harm-minimisation policies. Discussion: The quantitative data demonstrated higher scores on screening measures including anxiety, depression, stress and alcohol use and poor performance on IGT in problem gamblers. The qualitative analysis further added co-occurring disorders in EGM gamblers contributed to an individual's vulnerability to a range of issues, such as the compound impact on daily activity (e.g., eating and sleeping patterns), challenges in coping with gambling harm (e.g., breakdown of relationship) and added complications to seeking help. A biopsychosocial framework to EGM gambling behaviour was developed showing interconnected risk factors (environmental, individual and the structural characteristics of EGMs), the process of PG recovery and EGM gambling-related harm. The framework further facilitated understanding of challenges related to the EGM gambling harm-minimisation such as; high concentration of EGMs particularly in socially deprived areas, sophisticated structural characteristics of EGMs, social regulatory policies such as community funding model of EGM gambling proceeds and new challenges related to increasing online EGM gambling engagement. Consequently, multiple-level approaches were recommended, including broader cross-sector collaboration to improve knowledge on gambling-related harm, empower vulnerable populations and change lifestyles to include community involvement. Conclusion: This thesis contributes to the public health debate around EGM gambling by building on the existing gambling literature. It uses a range of mixed model techniques which have not before been used in this context. Together, the chapters of this thesis form a conceptual model which outlines the interaction between the different variables that enhances gambling behaviour and experience of harm and is followed by a range of policy and clinical implications aimed at reducing gambling harm and suggestions for several future research areas.

Since the early 1990s, rural decline has led many communities to begin social and economic restructuring. Several locales are seeking alternative approaches to the primary sector to support their declining industrial base (Markey et al, 2008). The tourism industry is an alternative to traditional rural livelihoods. Rural amenities and scenic landscapes have encouraged stakeholders to develop heritage tourism. The commodification of heritage has a profound impact on the place identity of rural landscapes. This is illustrated in the Model of Creative Destruction. In an earlier paper, Mitchell (1998) described the process of creative destruction through 5 stages being early commodification, advanced commodification, early destruction, advanced destruction and post destruction. In later papers, Mitchell and Vanderwerf (2010) describe the model as one that predicts that rural landscapes may evolve through three identities; rural town-scape, heritage-scape (or heritage village) and leisure-scape. Communities will remain as heritage-scapes if the desire to preserve is a dominant motivation. In contrast, if stakeholders are motivated more by a desire to profit or promote economic growth, then investments in non-conforming venues may result. This ultimately will shift the identity from one of heritage-scape to leisure-scape of mass consumption. Such investments may jeopardize a tourist's heritage-seeking experience, and their perception of the community as a heritage village. Gaming recently has been introduced as a form of rural economic development in communities that commodify heritage (i.e. heritage-scapes). The introduction of slot machine parlours at racetracks (racinos) has helped combat the decline in the horse racing industry (Thalheimer and Ali, 2008). Furthermore, the positive economic impacts of these facilities are numerous. Negative implications, however, also accompany this type of tourism development. To date, little research has been conducted on the impacts that racino gaming developments have on communities, and, more specifically, on heritage-scapes. This thesis seeks to address this deficiency in a case study of Elora, Ontario and the Grand River Raceway. The purpose of this study was i) to determine the impact of the Grand River Raceway on Elora's identity as a heritage village; ii) to identify the positive and negative socio-economic benefits that the facility has on the community and iii) to provide recommendations to communities who are considering similar development. To meet these objectives, data were collected through business and tourist surveys, unstructured interviews and a content analysis of secondary sources. Results suggest that the Grand River Raceway has not compromised Elora's identity as a heritage-scape, in the eyes of business owners and tourists. Although the presence of the Grand River Raceway suggests that Elora is at the stage of early destruction or is on the way to becoming a leisure-scape, its presence has not detracted from visitor experience, as predicted by the model. This situation is attributed to marketing, location and uniformity with the existing landscape. Furthermore, the Grand River Raceway has had both positive and negative socio-economic impacts on Elora. Some of the benefits include employment, tax revenues, sponsorships and financial contributions to the municipality. At the same time, however, the Grand River Raceway has created a divided community, generated several legal issues and resulted in an uneven distribution of economic benefits. It is recommended that public consultation and resident involvement in decision making will help to minimize these negative impacts.
