"The authors focus on policy interventions for improving irrigation water allocation decisions by including both macro and micro considerations in a unified analytical computable general equilibrium (CGE) framework. The approach is demonstrated, using the case of Morocco, by analyzing selected policy (top-down and bottom-up) interventions and external shocks that affect the water sector. Both direct and indirect effects of these interventions are identified. The top-down (macro-to-micro) links are of a trade reform type. The bottom-up (micro-to-macro) links pertain to changes in farm water assignments and the possibility of water trading. The authors find that water productivity is strongly influenced by these policies, with the general equilibrium (indirect) effects modifying and sometimes reversing the partial equilibrium (direct) effects. They also find that the impacts of the two reforms assessed are different, with trade reform having an absolute impact of a higher magnitude than the water reform. Despite years of development interventions, agricultural productivity in Africa south of the Sahara still trails far behind all other continents, leaving many rural populations in dire poverty. This suggests that our understanding of the impacts of agricultural development projects is still imperfect; perfecting it is likely to be a crucial step in achieving development. Projects that raise agricultural productivity, in addition to directly affecting farmers, can have an impact on local prices, wages, and rents, especially in rural areas of Africa, which tend to be less-than-perfectly integrated with outside markets. Price changes, in turn, transmit project impacts to others within the local economy. This paper presents the findings of a local economywide impact evaluation of Feed the Future irrigation projects in the Morogoro region of Tanzania, using a local economy-wide impact evaluation (LEWIE) simulation model. The findings indicate that these irrigation projects can generate important indirect impacts within the region. The structure of local markets, as well as labor and land availability, shapes project spillovers in ways that point to future directions for development assistance in the region.

Moreover, production diversification reduces risk against a number of calamities such as flood, drought and crop failure. In short, production by irrigation is made with greater certainty and irrigation farming leads to a more contemptuous process of production implying more export items, more income, etc. The survey result of this paper confirmed that, irrigation user and non-user households earned an average income of $1,164 and $565 respectively.
