Agri-trade has been one of the most ‘managed’ of all the sectors World over. It started with keeping agriculture out of the purview of GATT. Thus while countries were willing to accept a common set of rules for trade in manufacturing, most countries were interested in keeping their autonomy with respect to agricultural trade. Later in 1995, agri-trade was included as one of the areas in the WTO but there was and still is a considerable hesitance in accepting one set of rules for agriculture from a whole lot of countries, whether developed or developing. On the other hand, India for its own reasons had been a reasonably conservative player for long. Just after Independence, it was felt that exposure to the World agri-market has the potential to affect the prices of agricultural products in a negative way. Among most of the economies, India also tried to control agri-trade and in this process, tried keeping external vulnerability of agriculture sector very low. Moreover in India, more than 70% of the total employment occurred in agriculture and hence it was feared that any exposure to trade would Jeopardize the livelihood of so many people. In any case it was not easy to penetrate the market of developed countries’ which were and continue to be fairly protectionist.

This report assesses the performance of agricultural and food policy in India and calculates a set of policy indicators providing a comprehensive picture of agricultural support. These indicators, developed by the OECD, are already used regularly in the analysis of the agriculture and food sector in 51 OECD countries and emerging economies and are now available for India for the first time. Government intervention in India is found to provide both negative and positive support to agriculture, with market and trade interventions often depressing prices, while subsidies to fertilisers, water, power and other inputs incentivise their use. This reveals the inherent difficulty in attempting to secure remunerative prices and higher incomes for farmers, while at the same time keeping food prices low for consumers. The report also points to policy-induced pressures on natural resources such as water and soil. Detailed recommendations are offered which, if implemented, have the potential to improve farmers' welfare, reduce environmental damage, alleviate some of the pressure on scarce resources, better prepare the sector for climate change, improve food and nutrition security for the poor, improve domestic market functioning and position India to participate more fully in agro-food global value chains.

This book revisits the perennial challenge that scholars, economists, and politicians have been grappling with since the 1960s. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.
