Con el intento de examinar los vínculos entre el comercio y la integración económica y sus efectos sobre el desarrollo nacional, la presente investigación discute las relaciones entre el comercio subregional en el ámbito del MERCOSUR y el desarrollo nacional brasileño. En efecto, el principal objetivo de la presente investigación fue conocer el potencial de la integración regional en cuanto promotor del desarrollo nacional, por la vía del comercio del MERCOSUR. Son cada vez más consistentes los resultados de trabajos empíricos que ponen de manifiesto la divergencia respecto al debate acerca de los efectos del comercio sobre el crecimiento económico y, principalmente, sobre el desarrollo económico de países de la periferia capitalista. Al contrario de lo que defienden los teóricos ortodoxos convencionales, los heterodoxos dicen que el comercio no es suficiente para promover el desarrollo nacional; y que éste está relacionado con el proceso histórico de inserción de los países en el sistema capitalista mundial. La hipótesis inicial de esta investigación sostiene que el comercio fertiliza el crecimiento y éste, a su vez, promueve el desarrollo nacional. Por un lado, la presente hipótesis está fundamentada en los principios y fundamentos teóricos de las corrientes ortodoxas y convencionales de la economía. Por otro lado, sigue la orientación de las políticas llevadas a cabo en Brasil, basadas en el liberalismo económico. MERCOSUR forma parte del proceso de inserción de la economía brasileña, que se intensificó a partir de los años noventa del siglo XX. Tras la implantación del acuerdo, el comercio brasileño creció de modo significativo tanto en el ámbito del bloque como en el total de la región. Sin embargo, los resultados del test estadístico rechazan la hipótesis inicial y reafirman una cierta disyunción entre el comercio subregional del MERCOSUR y el desarrollo nacional de Brasil. El comercio fue considerado insuficiente e inadecuado en función de que los impactos producidos no alcanzaron la magnitud y la expectativa de los indicadores del desarrollo nacional. Los impactos verificados sobre la estructura productiva del país alcanzaron apenas algunos sectores o cadenas productivas; y sus efectos fueron espacialmente limitados sobre el territorio nacional. Un resultado más favorable de la relación entre el comercio y el desarrollo necesitaría de un tiempo más largo, compatible con su carácter estructural. En efecto, el resultado del análisis revela que el patrón cambia de amplio espectro desarrollista- sesgado a la importación, cambiante entre equidad y eficiencia y con ligero predominio del largo plazo- al reducido espectro desarrollista o centrado en puntos focales, sesgado a la eficiencia y a la importación y a las variables que combinan exportación e importación; y, por último, orientado al largo plazo. Esto significa decir que el comercio aunque necesario no es suficiente para promover el desarrollo nacional brasileño.

Economic and political integration have been a perennial and neuralgic issue in the Caribbean agenda. This paper draws on the literature on trade, growth and regional agreements to discuss the motivation behind the Caribbean drive for integration, the results obtained so far and what is in stock for the future. It argues, with the help of descriptive statistics, an empirical growth model and a gravity model, that the traditional, trade related gains from regional integration have been and are bound to be limited because of (i) the countries' high openness; (ii) the limited size of the common, enlarged market; and (iii) the countries' relatively similar factor endowments. It also argues, though, that gains in the area of non-tradables, due to economies of scale which cannot be mitigated by trade and openness, can be substantial.
