A rapid phone survey was implemented on a representative sample of recently displaced Rohingya households and their host communities in the Cox's Bazar district of Bangladesh, to track the impacts of the COVID-19 crisis on labor markets, wages, and household coping strategies. This survey built on the Cox's Bazar Panel Survey (CBPS), which is a multi-topic survey that focused on socio-economic outcomes and access to health services. This first round of the rapid phone survey, was conducted from 21 April-20 May 2020 (a month into the 2-month long COVID-19 lockdown). A sub-sample of 3,005 out of the 5,020 households surveyed at baseline were covered by this survey. In this first tracking survey 3,009 out of the 9,045 adults surveyed in baseline were covered.

This brief summarizes findings from rapid welfare tracking surveys in Cox's Bazar. Two rounds of tracking surveys were implemented via phone interviews in 2020 to monitor the impacts of the COVID-19 crisis on labor markets, wages, and household coping strategies. The first round was conducted during the COVID-related lockdowns in April-May 2020. A second round was conducted from October-December 2020 (roughly 6 months after the government-imposed lockdowns). These rapid phone surveys are built on the Cox's Bazar Panel Survey (CBPS), which is a multi-topic survey that focused on socio-economic outcomes and access to services. The baseline CBPS survey, implemented in March-August 2019, was designed to be representative of the recently displaced Rohingya population (displaced after August 2017) and the entire Bangladeshi host community in Cox's Bazar. Within the host community, the survey includes two strata: high exposure (HE, within 3 hours walking distance of a Rohingya camp) and low exposure (LE, more than 3 hours walking distance from a Rohingya camp) areas within the district. The overall sample size of the CBPS baseline was 5020 households (and two adults per household), split roughly equally across Rohingya camps and host communities, and within the latter, equally among HE and LE areas. Key modules of the baseline survey, including detailed labor market modules were administered to two randomly selected adults in each household. The first tracking survey re-interviewed 3,012 adults originally interviewed in the baseline, while the second survey interviewed 3,438 adults baseline adult respondents (958 in HE, and 927 in LE areas among hosts). This brief (Part 1) focuses on key findings among the host community, with findings for Rohingya in camps discussed in an accompanying brief (Part 2).

This paper provides early insights into the labor market impacts of the ongoing Coronavirus 2019 (COVID-19) crisis in Bangladesh, with a special focus on three especially vulnerable areas: poor areas in Dhaka and Chittagong City Corporations and Cox's Bazar district. The authors build on household surveys collected before the crisis and phone monitoring surveys collected after the start of the crisis to shed light on the implications of COVID-19 for employment and earnings. The findings presented indicate substantial labor market impacts both at the extensive and intensive margin, with important variation across areas and gender, largely due to the nature of occupations affected by the crisis. The findings also point to substantial uncertainty about job prospects.

The impacts of the COVID-19 pandemic and government policies to limit its spread are multi-faceted and complex. Market linkages transmit these impacts through economies, from directly affected actors to others in both the urban and rural spheres. Economic contexts, including the structure of local economies, shape the transmission of impacts on rural men and women. Because of this, the pandemic, lockdowns, and mitigation policies influence outcomes in complex ways. In most cases, the magnitudes and even the signs of impacts cannot be determined ex ante. In this study, we use multiple local economy-wide impact evaluation (LEWIE) models to estimate the impacts of the pandemic and lockdowns on rural producers and households in a diversity of economic and agro-climatic settings, using simulation methods. South Asia is facing renewed challenges. The impact of the Russia-Ukraine war on food and energy prices on domestic inflation is long-lasting. Externally, countries’ current account balances deteriorate rapidly as imports rise on the back of economic recovery and rising inflation, remittances decline, and foreign capital flows out following monetary tightening in advanced economies. The COVID-19 pandemic, which is still impacting South Asia, has temporarily brought the region to a near standstill. Governments proactively stabilized activity through monetary easing, fiscal stimulus, and supportive financial regulation, but the situation is fragile amid weak buffers and exhausted policy tools. South Asia’s GDP is expected to contract 7.7 percent this year, by far the largest decline on record, but uncertainty around the forecast is substantial. The informal economy in South Asia has been hit hard. Many unorganized workers, self-employed people and microenterprises have experienced a large drop in earnings as the service sectors that were affected most by the lockdowns are dominated by informality. Informal workers and firms tend to have inadequate mechanisms for coping with short-term demand and supply interruptions due to limited savings and constrained access to finance. While the poor have suffered severely during the crisis, many informal workers in the middle of the income distribution have experienced the greatest drop in earnings. Most of them are not covered by social insurance. The crisis lays bare complicated structural problems in the informal sector that need to be addressed.
