The sweeping changes of 1996's welfare reform legislation are more than just new policies. They represent a profound transformation of the character and structure of social policy institutions in the United States, a shift from a bureaucratic, centralized mode for income transfer, to a "professional" mode aimed at complex behavioral change. The evaluation community has responded with a shift from traditional impact analyses to implementation studies that get inside the skin of this new, more flexible structure. Implementation research explores the translation of concepts into working policies and programs, and evaluates how well the administrative and management dimensions of these policies work, and how the programs are experienced by all involved. Policy into Action offers state-of-the-art thinking on implementation research from leading policy researchers and evaluation practitioners.

Researchers will discover detailed information on people, events, and government actions that have shaped our economy, with entries on such seminal issues as slavery, migration patterns, the welfare state, the rise of the city, and the development of financial institutions. Throughout, special attention is paid to the interdependence of economics with political, social, and cultural forces. Congress must reauthorize the sweeping 1996 welfare reform legislation by October 1, 2002. A number of issues that were prominent in the 1995-96 battle over welfare reform are likely to resurface in the debate over reauthorization. Among those issues are the five-year time limit, provisions to reduce out-of-wedlock births, the adequacy of child care funding, problems with Medicaid and food stamp receipt by working families, and work requirements. Funding levels are also certain to be controversial. Fiscal conservatives will try to lower grant spending levels, while states will seek to maintain them and gain additional discretion in the use of funds. Finally, a movement to encourage states to promote marriage among low-income families is already taking shape. The need for reauthorization presents an opportunity to assess what welfare reform has accomplished and what remains to be done. The New World of Welfare is an attempt to frame the policy debate for reauthorization, and to inform the policy discussion among the states and at the federal level, especially by drawing lessons from research on the effects of welfare reform. In the book, a diverse set of welfare experts—liberal and conservative, academic and nonacademic—engage in rigorous debate on topics ranging from work experience programs, to job availability, to child well-being, to family formation. In order to provide a comprehensive overview of the current state of research on welfare reform, the contributors cover subjects including work and wages, effects of reform on family income and poverty, the politics of conservative welfare reform, sanctions and time limits, financial work incentives for low-wage earners, the use of medicaid and food stamps, welfare-to-work, child support, child care, and welfare reform and immigration. Preparation of the volume was supported by funds from the Annie E. Casey Foundation and the Charles Stewart Mott Foundation.

Many states have undertaken reforms of varying kinds that are affecting different portions of their welfare caseloads. This report examines 5 states' early experiences implementing welfare reforms under waivers of Fed. law: Florida, Indiana, New Jersey, Virginia, and Wisconsin. Focuses on 3 key reform provisions: time-limited benefits, work requirements, and family caps, which deny cash benefits for additional children born to families already receiving AFDC. In FY Ô95, this program provided $22 billion in cash benefits to 14 million adults and children.

Contains field-tested techniques to enhance the effectiveness of your local social services! Changing Welfare Services: Case Studies of Local Welfare Reform Programs describes promising programs and practices that have emerged in the United States since the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Using case studies, this reference provides important lessons that will help social service directors and staff to develop strategies that will improve local welfare-to-work services. This casebook focuses on the agencies rather than the welfare population, emphasizing the guiding values of these agencies and the lessons they learned. Changing Welfare Services explores new approaches to service delivery, with emphasis on removing barriers to work force participation and promoting self-sufficiency through support services. The case studies involve programs focused on working with the community by developing partnerships with local organizations to provide better services. This text emphasizes the organizational changes—such as the development of new training programs, merging employment and social service agencies, and restructuring agency programs to foster collaboration between child welfare services and welfare-to-work programs—that were successful strategies used to implement welfare reform. In Changing Welfare Services, you will learn about: the Connections Shuttle and the Guaranteed Ride Home Program—transportation services for welfare-to-work participants the Exempt Provider Training Program— trains Temporary Assistance to Needy Families (TANF) participants and others to launch and improve their own high-quality child care businesses co-location of support services—situating mental health and substance abuse services near the social services agency so TANF participants can make a single visit for all necessary services the Family Loan Program—helps low-income families deal with large or unexpected one-time expenses the JobKeeper Hotline—provides round-the-clock counseling, crisis intervention, and referral services to help participants stay employed and much more! Changing Welfare Services shows how these agencies discovered new ways to serve the needs of low-income residents and offers you a variety of inventive techniques for improving your own agency’s support for welfare recipients. Enhanced with tables, figures, and appendixes, this practitioner-oriented casebook is a much-needed complement to the many quantitative studies of the welfare population. This book is a valuable resource for state and local human service administrators and staff, policymakers, and university faculty and students of public policy.
