Il libro costituisce la prima biografia dell' ingegnere reggiano che diresse le bonifiche della Parmigiana-Moglia, dell'Agro Pontino, dell'Albania, della Piana di Sibari, del Ferrarese. Prampolini, laureato nel 1900 al Politecnico di Torino in Ingegneria Civile, fu grande imprenditore agricolo, fondatore di una moderna fabbrica di concimi a Reggio Emilia, grand commis per lo stato fascista e, nel dopoguerra, si recò in Argentina per studiare le locali bonifiche. Ispirato da esempi di imprenditori europei, Prampolini fu ingegnere a tutto tondo, curando l'aspetto tecnico, amministrativo, economico, organizzativo, delle bonifiche da lui dirette. Attento alla cultura, fu anche un illuminato patrocinatore di iniziative culturali, soprattutto nella sua città natale. Cavaliere del Lavoro dal 1920, Senatore dal 1929, conte del Circeo dal 1941, Prampolini compì una straordinaria carriera negli anni che vanno dagli inizi del Novecento ai Cinquanta, risultando sempre lontano dal mondo della politica e mostrandosi invece attento al mondo della scuola e della formazione professionale. Il paesaggio pontino è quello che egli determinò attraverso il suo lavoro, che comprese la creazione di stabilimenti idrovori, canali, centrali elettriche, strade, città, un'opera che lo impegnò in modo totalizzante negli anni che vanno dal 1926 al 1939. Il libro ripercorre anche gli eventi che riguardarono la sua famiglia, in particolare la figura della moglie, Marianna Tirelli, una nobildonna che fu scrittrice, collezionista d' arte ad altissimo livello, esperta di musei e museografia. In controluce risalta poi il rapporto tra Prampolini e Mussolini, due uomini diversissimi tra di loro ma che collaborarono per anni e che ebbero nella vicenda dell'Agro Pontino un terreno comune di lotte e realizzazioni.
