Research is clear: School leadership quality matters. However, our knowledge of effective school leadership remains limited in at least three substantial ways. First, our understanding of school leadership effectiveness generally and school principal effectiveness specifically is limited to Western contexts, primarily North America and western European ones. Second, even in the confines of Western research and context, there has been relatively little specific focus on effectively leading low-performing schools. Third, even the conceptualization of leadership—do we mean the school principal, an administrative team, or a broader school leadership team—is a key factor in how we define and respond to the challenge of leading in low-performing schools. This book advances discussion and disseminates knowledge and global perspectives on what school leadership looks like, how it is enacted and under what circumstances, and when or where lessons might be portable. We anticipate this book having wide appeal for researchers, policymakers, and practitioners considering school leadership and how to support it effectively. The chapters suggest a noticeable level of convergence globally on how to lead low-performing schools effectively. Yet, there are clear political and culture differences that add significant gradation to how school leaders might enact best practice locally or inform policymakers and systems leaders about how to set up school leaders for success and subsequently support them. This Thesis is composed by two related papers. The papers report two different evaluations of the impact of the Technical Support to Failing Schools Program , a Chilean compensatory program that provided four-year in-school technical assistance to low-performing elementary schools, to improve students' academic achievement. In the first paper, "Supporting Instructional Improvement in Low-Performing Schools in Chile: an Impact Evaluation of a Compensatory Program to Increase Students' Academic Achievement", I used difference-in-differences estimation combined with propensity scores matching procedures to estimate treatment effects in the context of a natural experiment. My main findings are (i) the program had positive effects on fourth grade students' achievement in both language and mathematics, (ii) program effect-size was 0.23 standard deviations, and not sensitive to control for covariates, (iii) there were larger effects for students in the middle part of the students' test-score distribution, (iv) after the intervention had ceased, the program impact on student achievement declined rapidly, and (v) the program reduced grade retention by 1.5 percentage points.

The Issue: School improvement policy for the past few decades has been characterized by mandated lists of activities--both well intended and research based--designed to stimulate a dramatic turnaround in student achievement. However, this prescriptive approach to policy, particularly federal policy, has not resulted in the systemic changes needed to get the right teachers and leaders into low-performing schools to support school improvement. In the long run, this policy approach did not engender the school-level changes necessary to create learning organizations that support teachers and leaders. The Research: One key lesson from the past decades of school improvement research is that an explicit focus on improving the capacity and stability of teachers and leaders in low-performing schools would benefit these schools more than another mandated checklist of improvement activities. Schools can never be any stronger or more effective than the adults who work in them--doubly true for chronically low-performing schools. The Recommendations: With the passage of the Every Student Succeeds Act (ESSA), state policymakers must prepare for states' increased role in making low-performing schools better. We suggest that policymakers step back from requirements to implement specific improvement activities (similar to those required by the federal School Improvement Grants [SIG] program) and instead focus policy on the development and support of human capital. New policies must aim to get the right people in our schools and to create district and state systems that retain those people and build their knowledge and skills to turn schools around.
