Understanding the various meanings given to human and citizenship rights in Argentina is an important task, particularly so given the nation's prominence in global discussions. An "exporter" of tactics, ideas, and experts, Argentina has become a site of innovation in the field of human rights. This book investigates two prominent Buenos Aires protest organizations—Memoria Activa and the BAUEN workers' cooperative—to consider how each has framed its demands within a language of rights. Fundamentally, this book is concerned with the complex interrelationship between the discourse of human rights and the neoliberal project. Despite a growing literature debating the consequences of neo-liberal political and economic policy in the former Eastern bloc, the idea of neo-liberal personhood has so far received limited attention from scholars of the region. Presenting a range of ethnographic studies, this book lays the groundwork for a new disciplinary agenda by critically examining novel technologies of self-government which have appeared in the wake of political and economic liberalization. Neoliberalism, Personhood, and Postsocialism explores the formation of subjectivities in newly marketized or marketizing societies across the former Eastern Bloc, documenting the rise of the neo-liberal discourse of the ’enterprising’ self in government policy, corporate management and education, as well as examining the shifts in forms of capital amongst marginal capitalists and entrepreneurs working in the grey zone between the formal and informal economies. A rich investigation of the tools of neo-liberal governance and the responses of entrepreneurs and families in changing societies, this book reveals the full complexity of the relationship between historically and socially embedded economic practices, and the increasing influence of libertarian political and economic thought on public policy, institutional reform, and civil society initiatives. Why did the rise of human rights in the 1970s coincide with the institutionalisation of neoliberalism? And why has the neoliberal age also been the age of human rights? Drawing on detailed archival research on the parallel histories of human rights and neoliberalism, Jessica Whyte uncovers the place of human rights in neoliberal attempts to develop a moral framework for a market society.In the wake of World War Two, neoliberals saw demands for new rights to social welfare and self-determination as threats to 'civilisation'. Yet, rather than rejecting rights, they developed a distinctive account of human rights as tools to depoliticise civil society, protect private investments and shape liberal subjects. Honing in on neoliberal political thought, Whyte shows that the neoliberals developed a stark dichotomy between politics, conceived as conflictual, coercive and violent, and civil society, which they depicted as a realm of mutually-beneficial, voluntary, market relations between individual subjects of rights. In mobilising human rights to provide a moral language for a market society, neoliberals contributed far more than is often realised to today's politics of human rights.

This study of comparative political development provides insights into the likelihood that the liberal-democratic system of government will become institutionalized in industrializing and non-industrialized countries in the wake of neoliberalism - the global economic and political changes currently underway. It argues that over the near to medium term, liberal-democratic governance will plant roots of systematic stability only in that subset of developing countries in which preconditions for democracy already exist. In addition, the author argues that some liberal-democratic governmental institutions and processes, such as parliaments, legislatures, and general elections, will become established in other developing countries such as Haiti, the Dominican Republic, and eventually Cuba - countries in which the cultural and attitudinal preconditions for democracy remain absent or underdeveloped, and undermined by the fragile base upon which these new democracies rest.
