Recent trends in federal policies for social and economic programs have increased the demand for timely, accurate estimates of income and poverty for states, counties, and even smaller areas. Every year more than $130 billion in federal funds is allocated to states and localities through formulas that use such estimates. These funds support a wide range of programs that include child care, community development, education, job training, nutrition, and public health. A new program of the U.S. Census Bureau is now providing more timely estimates for these programs than those from the decennial census, which have been used for many years. These new estimates are being used to allocate more than $7 billion annually to school districts, through the Title I program that supports educationally disadvantaged children. This groundbreaking volume researches the lives of gecekondu settlers in the capital city of Turkey in order to understand how households cope with poverty and why some households are more successful than others in reducing their deprivation. It takes a critical stance towards existing conceptions such as household survival, livelihood and coping strategy and develops an alternative model based on four types of household response to poverty: income generation, income allocation, consumption and investment. In explaining household responses and their outcomes for poverty, the book demonstrates the role of different resources beyond income including social, economic and cultural capital. It emphasises broader structural factors such as labour market processes and state policies which influence the availability and/or benefit delivery capacity of household resources, and thereby moves beyond the dominant view which overemphasises the resilience of the poor. The proportion of Ugandan households living in poverty reduced by more than half between 1993 and 2013. Using household survey data, this paper analyzes nonmonetary dimensions of poverty in Uganda for levels and trends, to explore whether the observed reduction in monetary-based poverty are reflected in the nonmonetary indicators of poverty. The results show that Uganda's progress in reducing poverty is strongly reflected in several nonmonetary indicators of poverty. The analysis finds that the trends in many nonmonetary indicators are consistent with the trend of monetary-based measure of poverty. The paper also examines whether progress has been as fast as would be expected, given Uganda's impressive performance in reducing poverty. Overall, the evidence indicates that progress on nonmonetary poverty was consistent with expectations, and faster than what would be expected, for some indicators, based on other countries' experiences. This finding is similar to Uganda's progress on reducing monetary poverty, which is also at the expected level based on experience in other countries.

Abstract: Bourguignon, Ferreira, and Leite develop a microeconometric method to account for differences across distributions of household income. Going beyond the determination of earnings in labor markets, they also estimate statistical models for occupational choice and for conditional distributions of education, fertility, and nonlabor incomes. The authors import combinations of estimated parameters from these models to simulate counterfactual income distributions. This allows them to decompose differences between functionals of two income distributions (such as inequality or poverty measures) into shares because of differences in the structure of labor market returns (price effects), differences in the occupational structure, and differences in the underlying distribution of assets (endowment effects). The authors apply the method to the differences between the Brazilian income distribution and those of Mexico and the United States, and find that most of Brazil's excess income inequality is due to underlying inequalities in the distribution of two key endowments: access to education and to sources of nonlabor income, mainly pensions. "There has been much debate about how much poor people in developing countries gain from trade openness, as one aspect of 'globalization.' Ravallion views the issue through both 'macro' and 'micro' empirical lenses. The macro lens uses cross-country comparisons and aggregate time series data. The micro lens uses household-level data combined with structural modeling of the impacts of specific trade reforms. The author presents case studies for China and Morocco. Both the macro and micro approaches cast doubt on some wide generalizations from both sides of the globalization debate. Additionally the micro lens indicates considerable heterogeneity in the welfare impacts of trade openness, with both gainers and losers among the poor.
