India's primary method for security cooperation in Southeast Asia is through maritime engagement, predominantly through naval exercises, port visits, and capacity development with partner navies. This thesis examined why and how this maritime cooperation has increased since the implementation of the Act East Policy. The research used two approaches to identify and understand India's maritime engagement. First, a quantitative approach measured naval exercises and port visits from 2013 to 2018 and found that India has increased its maritime cooperation with Myanmar and Indonesia, which implies India's interests in border security. It also revealed India's lack of engagement with South China Sea claimant states, which suggests risk aversion to China. Second, the researcher used a framework to measure the scope and depth of maritime cooperation between India and Southeast Asian countries to explore India's maritime engagement from 2015 to the end of 2018. Findings reveal an increase in both maritime security and capacity development initiatives between India and Indonesia, Myanmar, Singapore, and Vietnam. Both frameworks illustrate India's increased maritime engagement in Southeast Asia, and show that the reasons for the increased cooperation are the desire of Southeast Asian countries for capacity development and India's economic motivations since 2015.

This book examines the emerging maritime security scene in Southeast Asia. It considers highly topical implications for the region of possible strategic competition between China and India - the rising naval powers of Asia - with a possible naval "arms race" emerging between these countries both with naval force development and operations. As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. Is naval conflict in the Asia-Pacific region becoming more likely? This book examines the evolution of China’s maritime security strategy, and questions what has made China shift from a constrained to a more assertive strategy. Historically, China has not been an active player in maritime security, but in recent years Beijing has begun to pursue policies and measures to safeguard its maritime rights and interests in the Indo-Pacific region. This growing influence in the region has become a concern for other countries about what kind of sea power China is developing. This book seeks to address this concern by providing an overview of the development of China’s maritime security strategy from the era of Deng Xiaoping to Xi Jinping. It suggests that while the involvement of maritime actors and the development of naval capability have provided the depth to the strategy, the national strategic guidelines from each generation of Chinese leadership have determined the overall direction of the maritime security strategy. After 40 years of development, China has established a set of priorities for its maritime agenda: territorial integrity is at the top, followed by development, and then regional and international maritime cooperation. These findings help us to understand China’s multidimensional maritime power as being both assertive and cooperative. To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. Recognizing this new international security landscape, the former Chief of Naval Operations called for a collaborative international approach to maritime security, initially branded the "1,000-ship Navy." This concept envisions U.S. naval forces partnering with multinational, federal, state, local and private sector entities to ensure freedom of navigation, the flow of commerce, and the protection of ocean resources. This new book from the National Research Council examines the technical and operational implications of the "1,000-ship Navy," as they apply to four levels of cooperative efforts: U.S. Navy, Coast Guard, and merchant shipping only; U.S. naval and maritime assets with others in treaty alliances or analogous arrangements; U.S. naval and maritime assets with ad hoc coalitions; and U.S. naval and maritime assets with others than above who may now be friendly but could potentially be hostile, for special purposes such as deterrence of piracy or other criminal activity.
