Au début du XIXe siècle, les élites indiennes voient dans la culture française un vecteur décisif de la culture moderne. À partir des années 1870, les tentatives des autorités britanniques pour juguler l’émancipation des élites indiennes ne vont qu’accroître leur intérêt. Si l’émancipation de la tutelle coloniale britannique rapproche les élites indiennes de la France, la Troisième République engage la nation dans l’aventure coloniale. Les dynamiques politiques, économiques mais aussi culturelles s’en trouvent affectées. La solidarité avec l’allié britannique empêche les dirigeants français de jouer ce rôle de partenaire souhaité par les futurs dirigeants indiens. Au moment de l’indépendance de l’Inde, la perception de la jeune nation et des enjeux des relations entre les deux pays resteront largement tributaires du projet colonial et de ses développements.

Dans leur marche vers la modemité, les élites indiennes, particulièrement les bengalis, les parsis et les princes, s'intéressent de plus en plus à la culture française. Les autorités du Raj restent vigilantes, et inquiètes face à un possible rapprochement, tentent d'empêcher l'accès à l'enseignement du français, alors en plein développement. Parallèlement, la politique extérieure de la France s'engage dans une voie inverse à celle des élites indiennes, celle de la conquête coloniale. L'Inde, qui bénéficiait pourtant d'une réputation glorieuse, est exclue de son champ d'action; une exclusion qui se retrouve au plan culturel et scientifique. Malgré cela, la période 1870-1914 voit les premiers échanges se mettre en place entre les deux pays au niveau culturel, mais aussi scientifique et technique, notamment avec P.C. Ray et M. Berthelot, l'Institut Pasteur et Haffkine. Les années de l'entre-deux guerres sont celles du débat intellectuel. Rabindranath Tagore et Sylvain Lévi sont les deux moteurs d'une coopération qui semble voir le jour à la Sorbonne et à Santiniketan notamment. La riche diaspora indienne en France joue un rôle important que l'on retrouve sur la scène artistique parisienne avec U. Shankar, A. S. Gill. Cependant, en Inde, sur le plan médiatique, la France tend à disparaître des représentations. Dès 1944, la France manifeste son désir de développer ses relations culturelles avec le futur État indien. L'Alliance française de Kolkata, puis celle de Mumbay connaissent une progression de leur activité exceptionnelle. Les domaines scientifique et technique se révèlent les plus fertiles pour une coopération franco-indienne avec le Tata Institute for Fundamentai Research et l'Ali India Institute for Médical Sciences. Dans le sud de l'Inde, l'action culturelle française se développe tardivement. Après son intégration à l'Union indienne, l'expérience française à Pondichéry tente de se prolonger à travers le maintien et le développement d'institutions culturelles.
