For almost two centuries, the category of 'applied science' was widely taken to be both real and important. Then, its use faded. How could an entire category of science appear and disappear? By taking a longue durée approach to British attitudes across the nineteenth and twentieth centuries, Robert Bud explores the scientific and cultural trends that led to such a dramatic rise and fall. He traces the prospects and consequences that gave the term meaning, from its origins to its heyday as an elixir to cure many of the economic, cultural, and political ills of the UK, eventually overtaken by its competitor, 'technology'. Bud examines how 'applied science' was shaped by educational and research institutions, sociotechnical imaginaries, and political ideologies and explores the extent to which non-scientific lay opinion, mediated by politicians and newspapers, could become a driver in the classification of science.

The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co‐operation efforts of DAC members once every five to six years. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‐operation agency, covering its policy, programmes and systems. They take an integrated, system‐wide perspective on the development co‐operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. The United Kingdom uses its global standing and convening power to promote an evidence-based approach to stability, inclusion and prosperity and continues to provide 0.7% of its national income as Official Development Assistance (ODA). The depth and breadth of its expertise, combined with flexible funding instruments and strong country presence, allow the United Kingdom to focus these ODA resources on developing country needs, while protecting its own longer-term national interests. Articulating a clear and comprehensive whole-of-government vision for its support to international development would allow the United Kingdom to reinforce its policy priorities and engage the public. Further measures to build effective partnerships and institutional capacity in developing countries would allow the United Kingdom to build ownership of development processes and contribute to lasting change.

The Science and Technology Committee welcomes the Government's £200 million commitment for an elite network of Technology and Innovation Centres (TICs) but warns that the money should not be spread too thinly. An initial target of six to eight centres across the UK seems a sensible starting figure. The sources of funding for each centre need to be carefully balanced. TICs should follow the 'one third, one third, one third' model used by the equivalent centres in Germany, the Fraunhofer Institutes, which includes: one third public funding from government; one third competitive public-private sector funding i.e. UK or EU funding competitions ; one third from private sector contracts from businesses. The Committee recommends a cap on the amount of private sector funding each TIC can access in a given year in order to promote a more creative approach to innovation. TICs should build on existing facilities centres across the UK working on innovation and the commercialisation of research. In identifying which existing centres in the UK will become TICs, the primary objective must be the quality of the science and the economic benefit to the UK. The Committee is particularly attracted to the 'hub and spoke' model, as a way of spreading the economic benefit of TICs throughout the country. The possible effect of the TICs initiative on the wider funding activities of the Technology Strategy Board is a concern. The Committee recommends that the network of TICs be called 'Turing Centres', after the founder of modern computer science, Alan Turing.

In recent years, the United Kingdom has become a more and more divided society with inequality between the regions as marked as it has ever been. In a landmark analysis of the current state of Britain’s regional development, Philip McCann utilises current statistics, examines historical trends and makes pertinent international comparisons to assess the state of the nation. The UK Regional–National Economic Problem brings attention to the highly centralised, top down governance structure that the UK deploys, and demonstrates that it is less than ideally placed to rectify these inequalities. The ‘North-South’ divide in the UK has never been greater and the rising inequalities are evident in almost all aspects of the economy including productivity, incomes, employment status and wealth. This inequality is greatly limiting national economic performance and the fact that Britain has a below average standard of living by European and OECD terms has been ignored. The UK’s economic and governance inequality is unlikely to be fundamentally rebalanced by the current governance and connectivity trends, although this definitive study suggests that some areas of improvement are possible if they are well implemented. This pivotal analysis is essential reading for postgraduate students in economics and urban studies as well as researchers and policy makers in local and central government.

This report indicates that the oversight of research integrity in the UK is unsatisfactory. The Science and Technology Committee concludes that in order to allow others to repeat and build on experiments, researchers should aim for the gold standard of making their data fully disclosed and made publicly available. The report examines the current peer-review system as used in scientific publications and the related issues of research impact, data management, publication ethics and research integrity. The UK does not seem to have an oversight body for research integrity covering advice and assurance functions across all disciplines and the Committee recommends the creation of an external regulator. It also says all UK research institutions should have a specific member of staff leading on research integrity. The report highlights concerns about the use of journal Impact Factor as a proxy measure for the quality of research or of individual articles. Innovative ways to improve current pre-publication peer-review practices are highlighted in the report, including the use of pre-print servers, open peer review, increased transparency and online repository-style journals. The growth of post-publication peer review and commentary also represents an enormous opportunity for experimentation with new media and social networking tools, which the Committee encourages. There should also be greater recognition of the work-sometimes considered to be a burden-carried out by reviewers, by both publishers and employers. In order to do this, publishers need to have in place systems for recording and acknowledging the contribution of those involved in peer review.
