Kulturelle Bildung kann maßgeblich die Persönlichkeitsentwicklung von Kindern und Jugendlichen unterstützen. Im Projekt InKuBi wurde ein Indikatorenset entwickelt, mit dem Entwicklungen in diesem Bereich analysiert werden können. Kinder und Jugendliche können sich durch kreatives Gestalten und die aktive Rezeption von Kunst und Kultur unabhängig von ihrem familiären, kulturellen, sozialen und ökonomischen Hintergrund mit der Welt auseinandersetzen. Schon lange fördert der Bund die kulturelle Bildung im Programm "Kultur macht stark". Bisher lagen aber keine belastbaren Daten zum Status quo und zu Entwicklungen im Rahmen des Programms vor. Um mehr Steuerungswissen zu generieren, wurde im Projekt InKuBi ein exemplarisches Indikatorenset entwickelt. Die Indikatoren orientieren sich an der Systematik des nationalen Bildungsberichts und legen den Grundstein für ein Monitoringsystem kultureller Bildung in Deutschland. Die Studie, die von der Stiftung Mercator gefördert wurde, zeigt die Entstehung und die Grundlagen des Indikatorensets sowie die Bedeutung einer datengestützten Gesamtschau für die kulturelle Bildung im Rahmen eines bundesweiten Bildungsmonitorings.
