In democratic societies individual attitudes of voters represent the foundations of policy making. We start by analyzing patterns in public opinion on migration and find that, across countries of different income levels, only a small minority of voters favor more open migration policies. Next we investigate the determinants of voters' preferences towards immigration from a theoretical and empirical point of view. Our analysis supports the role played by economic channels (labor market, welfare state, efficiency gains) using both the 1995 and 2003 rounds of the ISSP survey. The second part of the paper examines how attitudes translate into a migration policy outcome. We consider two alternative political-economy frameworks: the median voter and the interest groups model. On the one hand, the restrictive policies in place across destination countries and the very low fractions of voters favoring immigration are consistent with the median voter framework. At the same time, given the extent of individual-level opposition to immigration that appears in the data, it is somewhat puzzling, in a median-voter perspective, that migration flows take place at all. Interest-groups dynamics have the potential to explain this puzzle. We find evidence from regression analysis supporting both political-economy frameworks.

This paper empirically investigates the determinants of individual attitudes towards immigration in South Africa using the 1996, 2001 and 2007 rounds of the World Values Survey, looking at the role played by both economic and non-economic drivers. Our findings suggest that economic characteristics that work through the labor marketare not likely to explain the observed variation in individual preferences. We find instead some evidence for the role played by non-economic drivers, in particular by the ethnic background of the respondent and his/her religious affiliation. Our analysis thus highlights the importance of cultural factors for the design of migration policy in South Africa.

This book compares anti-immigrant attitudes across 8 countries on 5 continents. It develops a general framework that explores grievances, personal interactions, and entrenched beliefs that explain anti-immigrant attitudes. Using original survey research with 1,000 respondents per country, the authors test the salience of their theoretical expectations across eight very diverse cases: Australia, Brazil, Canada, Germany, Japan, South Africa, the USA, and Turkey. The empirical study allows to decipher the degree to which the drivers of anti-immigrant attitudes are universal or context-specific. One the one hand, they find that positive interactions between natives reduce critical attitudes toward immigrants in all 8 countries. On the other hand, there are some country specific differences in the influence of various grievances and the three proxy variables measuring entrenched beliefs populist attitudes, nationalism and social conservativism. In the face of rising old-age dependency ratios in industrialized countries such as Germany, politicians and their electorates are discussing the loosening of immigration policies as one policy option to ensure the sustainability of public social security systems. The question arises whether this policy option is feasible in aging countries. Are their electorates becoming more favorable to immigration? The attitudes of the people living in the recipient locations are a key issue in the study of migration and culture. This paper uses the 1999-2010 waves of the German Socio-Economic Panel to disentangle the effects of age, birth cohort and time on concerns about immigration. Older birth cohorts are found to be more concerned than younger ones whereas concerns are found to decrease over the life cycle. Both findings suggest scope for the loosening of immigration constraints.

Abstract: Migration is an ever-increasing phenomenon that is unfailingly the topic of public discourse. Recently, empirical interest has expanded to include the study of attitudes towards immigration. However, the focus usually lies on the opinion of natives, that is, persons without a migration background. This is unfortunate, because in many countries the proportion of people with a migration background is quite high, and many of them hold the citizenship of the receiving country. I expect individuals with a migration background to have more favourable attitudes towards immigration than the general population because they can identify more strongly with other immigrants due to their own migration history. I examine the effect of immigrant inflows in Europe on natives' individual attitudes towards redistribution and immigration policy over the last decade. Unlike previous studies, I analyze the evolution over time of these two types of attitudes in a joint empirical framework. Using migration data at the NUTS regional level from the European Labor Force Survey and individual attitudes data from the European Social Survey, I exploit variation over time and across regions in the size and composition of immigrant inflows. I address the endogeneity of immigrant inflows by using a shift share instrument and within-country specification. I find evidence coherent with a theoretical model in which individual attitudes depend essentially on how immigration is perceived to affect wages and net welfare benefits. Specifically, I find that, when immigrants tend to compete with natives for jobs (due to having similar skills or occupations), natives prefer policies that support welfare and put restrictions on migration. When migrants are mostly low-skilled (high-skilled), European citizens typically favor lower (higher) levels of redistribution.
