Services are becoming increasingly relevant in economic policy agendas due to their growing importance in explaining the performance of enterprises, the type and form of participation of countries in global value chains, and prospects for sustained growth. New production technologies and production organization, as well as changes in consumption patterns and in the nature of manufactured goods, are bringing industry and services closer together. Empirical evidence suggests that goods and services are merging through an increasingly synergetic and symbiotic relationship to give rise to a third product that is neither a traditional industrial good nor a conventional service. This complementariness between industry and services requires both activities to be competitive for them to benefit from each other.How is the relationship between manufacturing and services in Brazil? Have services contributed to increasing industrial competitiveness? The purpose of this paper is to answer these questions from an international comparative perspective. We found that (1) The share of the service sector in GDP is disproportionately high in Brazil, reaching levels seen only in advanced economies; (2) Services account for a high and growing share of the value added in manufactured goods; (3) Services are of poor quality and prices are high by international standards; (4) Services have contributed little to enhancing industrial competitiveness; (5) The high share of services in industrial value added was led mainly by changes in relative prices; (6) The low competitiveness of services can be partly explained by the sector's modest labor productivity, high taxation, low competition and low investment; (7) Financial services and industrial and maintenance services provided by third parties account for most industrial spending on services.It seems that integrating services into the core of industrial, technology, trade and investment policies is a key step to enhance industrial competitiveness in Brazil.

This paper addresses a key issue of the link between increased capital inflows through FDI and industrial competitiveness in Brazil. It provides an analysis of the two way relationship which can exist in theory between FDI and competitiveness, as well as some empirical evidence from Brazil in the 1990s. Inflows of FDI to Brazil have increased significantly during the 1990s, and although manufacturing has been losing out in terms of its share of FDI, the stock of foreign capital in the manufacturing sector more than doubled (in current US dollars) between 1990 and 1996. At the same time, rapid growth of manufacturing productivity has been amply documented, in the same period of time. There seems, therefore, to exist a prima facie case for supposing that foreign investment has contributed to increased productivity and competitiveness in Brazil. When looking at disaggregated data within manufacturing which links the growth of competitiveness (whether measured by unit labor costs or export performance) and FDI, however, there does not appear to be a clear cut relationship with either the growth of FDI or the share of foreign capital within different industries. The link applies to some industries, but not to others. In other words: if one interpreted the causation as running in the opposite direction, this evidence would suggest that there is no general tendency for FDI to be attracted primarily to industries where competitiveness is improving most rapidly. This has the implication that rapid productivity growth might be the result of factors other than FDI - like trade liberalization, for instance.

The paper analyses industrial competitiveness policies adopted in Brazil from 1995 to 2000 and compares them to previous economic measures and instruments related to the theme. A number of changes over previous policies were identified, such as: a) the agenda of competitiveness policies is presently more complex and diversified than in the first half of the 1990s; b) both fast productivity growth and exchange rate devaluation contributed to counterbalance the anti-export bias which characterized particular time periods in the 1990s. Although increased competitiveness can be partially attributed to trade liberalization and exchange rate valorization up to early 1999, new instruments to enhance industrial competitiveness were responsible for increasing competitiveness in the second half of the 1990s; c) local (state) initiatives to increase competitiveness remained nearly the same, as compared with the first half of the 1990s; the reliance on the concession of tax exemptions and tax credits so as to attract new enterprises to their territories continued to be the norm; d) although many measures and instruments have had as their focus the industrial segment of micro, small and medium firms, their effectiveness is questionable; e) trade defense and related measures continued at the same pace as before, as no new instruments or institutions were created in the last years of the decade; f) measures to reduce overall competitive inefficiencies ("custo Brasil") continued to be adopted, albeit on a less focused level; g) the most conspicuous sector policy instrument - the Automotive Agreement - survived the wave of difficulties associated with the widening competitiveness gap between Brazil and Argentina after the Brazilian exchange rate devaluation of early 1999. But its future is uncertain; h) the National Development Bank (BNDES) began in the mid-1990s to implement restructuring measures aimed at strengthening domestic firms and groups so as to enhance their competitive position both at home and abroad.
