This book owes its inception and much of its organization to the writer's experience in teaching a course on "Industrial Sociology" for several years at The Pennsylvania State College. In bringing together materials for that course it became evident that modern industry has rarely been viewed as a complex social organization and pattern of relations; and in the few outstanding cases that such a view has been taken the "internal" structure of industry has not been set within the society with which it is in constant interaction. Despite numerous guides and handbooks for selecting employees or conducting industrial relations, as well as numerous texts on the formal structure of industrial management and the history of labor organizations, the functioning of the structure as a whole has received scant attention. It is this latter point of view that is emphasized in the present treatment. It is intended less to supplant than to supplement the various "standard" treatments of industrial organization and industrial relations. The view that prompts this work is that the social aspects of modern industrial organization are of the most practical sort. They are as real, and their effects as crucial, as the engineer's equations and the accountant's ledgers. The presentation has been made as compact as clarity and the range of subject-matter seemed to allow. This has been done in the interests of busy industrial and union executives and informed laymen who may find the book useful, as well as of students who must encompass many specialties and hope for a useful integration. Social scientists may find the book a suggestive summary of scattered materials. An unusually extensive list of references is appended to each chapter, in which as in the text an attempt is made to bridge fields too rarely brought together.

This volume examines how generative mechanisms emerge in the social order and their consequences. It does so in the light of finding answers to the general question posed in this book series: Will Late Modernity be replaced by a social formation that could be called Morphogenic Society? This volume clarifies what a ‘generative mechanism’ is, to achieve a better understanding of their social origins, and to delineate in what way such mechanisms exert effects within a current social formation, either stabilizing it or leading to changes potentially replacing it . The book explores questions about conjuncture, convergence and countervailing effects of morphogenetic mechanisms in order to assess their impact. Simultaneously, it looks at how products of positive feedback intertwine with the results of (morphostatic) negative feedback. This process also requires clarification, especially about the conditions under which morphostasis prevails over morphogenesis and vice versa. It raises the issue as to whether their co-existence can be other than short-lived. The volume addresses whether or not there also is a process of ‘morpho-necrosis’, i.e. the ultimate demise of certain morphostatic mechanisms, such that they cannot ‘recover’. The book concludes that not only are generative mechanisms required to explain associations between variables involved in the replacement of Late Modernity by Morphogenic Society, but they are also robust enough to account for cases and times when such variables show no significant correlations.

Most existing theoretical approaches to industrial relations and human resources management (IR/HRM) build their analyses and policy prescriptions on one of two foundational assumptions. They assume either that conflict between workers and employers is the natural and inevitable state of affairs; or that under normal circumstances, cooperation is what employers can and should expect from workers. By contrast, A New Theory of Industrial Relations: People, Markets and Organizations after Neoliberalism proposes a theoretical framework for IR/HRM that treats the existence of conflict or cooperation at work as an outcome that needs to be explained rather than an initial presupposition. By identifying the social and organizational roots of reasoned, positively chosen cooperation at work, this framework shows what is needed to construct a genuinely consensual form of capitalism. In broader terms, the book offers a critical theory of the governance of work under capitalism. ‘The governance of work’ refers to the structures of incentives and sanctions, authority, accountability and direct and representative participation within and beyond the workplace by which decisions about the content, conditions and remuneration of work are made, applied, challenged and revised. The most basic proposition made in the book is that work will be consensual—and, hence, that employees will actively and willingly cooperate with the implementation of organizational plans and strategies—when the governance of work is substantively legitimate. Although stable configurations of economic and organizational structures are possible in the context of a bare procedural legitimacy, it is only where work relationships are recognized as right and just that positive forms of cooperation will occur. The analytic purpose of the theory is to specify the conditions under which substantive legitimacy will arise. Drawing in particular on the work of Alan Fox, Robert Cox and Jürgen Habermas, the book argues that whether workers fight against, tolerate or willingly accept the web of relationships that constitutes the organization depends on the interplay between three empirically variable factors: the objective day-to-day experience of incentives, constraints and obligations at work; the subjective understanding of work as a social relationship; and the formal institutional structure of policies, rules and practices by which relationships at work are governed.
