This paper investigates the dynamics of job reallocation in the manufacturing sector of Canada. It does so by examining the pattern and magnitude of job gain, job loss, and total job turnover due to growth and decline of some firms, and entry and exit of other firms. It also investigates how the effect of cyclical as opposed to structural influences on job turnover have changed over time. Finally, the paper investigates whether the pattern and magnitude of job turnover differ across industries and across regions, and whether the differences are either caused by differences in cyclical sensitivity of job creation and job destruction or in the extent to which restructuring is taking place.

This note examines recent developments in the Canadian labor market to provide a partial assessment of the magnitude and nature of industrial restructuring in Canada. The implications of industrial restructuring for the medium- and long-term prospects for the Canadian economy are examined. The evidence presented in this note suggests that the recent increases in labor productivity may represent a cyclical phenomenon rather than a permanent increase in the rate of growth of productivity.

"This study assesses critically the conceptualisation and operationalisation of variants of the de-industrialization thesis that have been proposed in Canada, the United States, and United Kingdom. A series of operational measures are identified and then applied to the case of Canada to determine if it has been losing its manufacturing base. Long term data on employment, output, investment, and trade are examined for the manufacturing sector as a whole. Certain general trends are also contrasted with those of other G-7 countries. Further, the study considers trends in the major manufacturing industries (two digit SIC) and in the sub-industry groups: automotive, steel, and pulp and paper. The data are mainly from Statistics Canada publications and U.S. Bureau of Labor Statistics. The evidence runs counter to the expectations of the de-industrialization thesis. Canada's manufacturing base has generally grown." --
