This case study report was written as a part of the Agriculture Human Capital Investment Study, funded by FAO Investment Centre and with the support of the International Food Policy Research Institute and the CGIAR Research Programme on Policies, Institutions and Markets (PIM) and the FAO Research and Extension Unit. Haku Wiñay/Noa Jayatai (“Let’s grow together” in the indigenous languages Quechua and Shipibo-Conibo, respectively) is one of the few government programs that work with poor rural households in a subsistence economy. Through the implementation of community projects composed mostly by training and technical assistance packages directed to improve production techniques as well as the household organization and financial inclusion, the programme seeks to contribute to the economic inclusion of poor households in rural areas improving their access to markets. Training packages are implemented by local promoters called Yachachiqs (“The one who knows and teaches”), selected and hired by the community for three years to implement community-based projects funded by the government office FONCODES. This study seeks to provide further knowledge about the programme major achievements and complement the literature that has been already developed about the impacts of the programme. For that purposes, structured interviews were performed with key informants, especially Yachachiqs, of the two poorest regions in Peru, Cajamarca and Huancavelica.

In an analysis of political, economic, and social development in Peru in the years between 1980 and 2016, this book explores the failure of the socialist Left to realize its project of revolutionary social transformation. Based on extensive interviews with leading cadres in the struggle for revolutionary change and a profound review of documents from the principal socialist organizations of the 1980s and 1990s, the volume reveals that the socialist Left did not fully comprehend the deep political and social implications of changes to the country’s class structures. As such, the Left failed to develop and implement adequate strategic and tactical responses to the processes that eroded its political and social bases in the 1980s and 1990s, ultimately leading to its loss of social and political power. Lust concludes that the continued political and organizational agony of the Peruvian socialist Left and the hegemony of neoliberalism in society is a product of the dialectical interplay between the objective and subjective conditions that determine Peruvian capitalist development.

Against the background of a strong economic performance over the last quarter of a century, Peru has been hit by multiple shocks in the last several years. Adequate policies and very strong policy frameworks have made the economy resilient. Given the diversification of global migration patterns, the increased importance attributed to knowledge and innovation for economic development, and the rise of social policy regimes that emphasise self-responsibility, migrant entrepreneurship has become a widely discussed form of migrant incorporation in both policy and social sciences. Particularly in North America and Europe, policy advisors have drafted special programmes and regulations aimed at self-employed migrants, while social scientists have also come up with a vast body of research, although it has not been exempt from certain controversies and biases. Migrant entrepreneurship has frequently been associated either with rags-to-riches success stories or with unremunerative hard work and marginalised social positions. Also, a great deal of research has strongly and consistently focused on entrepreneurial cultures and ethnic bonds related to ethnic entrepreneurship, and consequently other forms of migrant self-employment have been given only given scant attention. Yet, more recently, other aspects, including institutional embeddedness and gender, have become important focal points of research studies and have opened up new, promising avenues to explore the phenomenon. This book offers a comprehensive up-to-date overview of the research area covering migrant entrepreneurship and self-employment, in addition to investigating the skills of migrant entrepreneurs departing from the question: which migrants become self-employed, the highly skilled ones (due to their excellence) or the ones with a low skill endowment (because they cannot find a satisfying employment in the labour market)? Moreover, the included case study on highly skilled Peruvian migrant micro-entrepreneurs in Switzerland demonstrates the complex interplay of elements at work before and during the business foundation, such as an unsatisfying socio-economic integration, the search for social recognition and agency, the reconfiguration of gender roles, and the availability of resources to exploit transnational business opportunities.
