We propose that income inequality increases corruption. The rich are likely to both have greater motivation and opportunities to engage in bribery and fraud as one means to preserve and advance their status, privileges, and interests while the poor are more vulnerable to extortion at higher levels of inequality. While countries with authoritarian regimes are likely to have greater levels of corruption on average, the effect of greater inequality on corruption will be higher in democracies, in which the wealthy cannot employ repression and poorer groups are likely to more effectively demand redistribution. Both OLS estimates (for samples of 95 to 122 countries) and IV 2SLS estimates (for samples of 83 to 103 countries) support our arguments, with 2SLS estimates showing stronger statistically significant effects of inequality on corruption, utilizing Transparency International's Corruption Perceptions Index, the World Bank's Control of Corruption Index (average for 1996-2002) and Dollar and Kraay's income inequality data (average Gini for 1950-1999). Surprisingly, the explanatory power of inequality is substantially no less important than conventionally accepted causes of corruption such as economic development. Contrary to conventional wisdom, smaller and not larger government is associated with higher levels of corruption, because higher inequality through corruption is associated with lower tax rates as well as lower government transfers and subsidies.

This paper demonstrates that high and rising corruption increases income inequality and poverty by reducing economic growth, the progressivity of the tax system, the level and effectiveness of social spending, and the formation of human capital, and by perpetuating an unequal distribution of asset ownership and unequal access to education. These findings hold for countries with different growth experiences, at different stages of development, and using various indices of corruption. An important implication of these results is that policies that reduce corruption will also lower income inequality and poverty.

Recent research demonstrates that the quality of public institutions is crucial for a number of important environmental, social, economic, and political outcomes, and thereby human well-being. The Quality of Government (QoG) approach directs attention to issues such as impartiality in the exercise of public power, professionalism in public service delivery, effective measures against corruption, and meritocracy instead of patronage and nepotism. This Handbook offers a comprehensive, state-of-the-art overview of this rapidly expanding research field and also identifies viable avenues for future research. The initial chapters focus on theoretical approaches and debates, and the central question of how QoG can be measured. A second set of chapters examines the wealth of empirical research on how QoG relates to democratization, social trust and cohesion, ethnic diversity, happiness and human wellbeing, democratic accountability, economic growth and inequality, political legitimacy, environmental sustainability, gender equality, and the outbreak of civil conflicts. Against the backdrop of recent global events which have highlighted the political salience of rising income inequality and corruption, this paper has sought to re-examine the relationship between income inequality and corruption by employing an objective measure for control of corruption, the recently developed Index of Public Integrity (IPI) that constitutes a marked departure from previous research which has used subjective measures for corruption. The cross-country analysis indicates that a strong negative correlation exists between income inequality and control of corruption measured by Gini coefficient and IPI respectively, which means that increased income inequality is associated with increased level of corruption. The strength of the relationship remains strong with the inclusion of controls for level of democratisation and economic development.

There is a strong correlation between various measures of perceived or experienced corruption and measures of economic inequality across countries. Existing cross-national studies have found a significant effect of corruption on inequality and poverty as well as a significant and strong effect of inequality on corruption. There seems to be a strong reciprocal causal relationship between corruption and inequality, implying a vicious cycle of inequality and corruption.This general cross-national pattern is confirmed among Asian countries as well. Countries with the most successful economic development records in Asia, such as Japan, South Korea, and Taiwan, share the common historical experience: sweeping land reform post-World War II dissolved the landed elite and created exceptionally equal distribution of income and wealth. These countries also showed significantly lower levels of corruption, with more meritocratic and professional bureaucracies and less clientelistic politics, than those countries that failed to reduce high inequality. This comparative historical evidence indicates that it is possible to cut the vicious cycle of high inequality, high corruption, and low human development.

This paper analyzes the relationship between income inequality levels and corruption levels. The hypothesis of the paper is that income inequality levels are positively correlated with corruption levels, and is based upon theoretical arguments on incentive structures specific to high-inequality societies. The paper proposes OLS estimation and 2SLS regression models for data analysis, using Transparency International's Corruptions Perceptions Index and the World Bank's Control of Corruption Index as measures of corruption, Gini coefficients as measures of income inequality, and includes additional economic, political and cultural factors. Regression analysis results on the sample of 126 countries support the hypothesis of a positive correlation between income inequality and corruption. The results suggest that redistributive measures to mitigate income inequality may curb the negative economic effects of corruption.
