The book explores concrete examples of energy deprivation due to inequality, and provides conceptual tools to explore this in relation to other issues regarding energy consumption. It thereby urges that energy consumption approaches be updated for a world of increasing inequality. Extreme economic inequality has increased within developed countries over the past three decades. The effects of inequality are now seen increasingly in health, housing affordability, crime and social cohesion. There are signs it may even threaten democracy. Researchers are also exploring its effects on energy consumption. One of their key findings is that less privileged groups have lost consistent access to basic energy services like warm homes and affordable transport, leading to huge disparities of climate damaging emissions between rich and poor. The transformation of the dominant model of centralized energy production from fossil fuels to renewable energies is at the center of the public and scientific debate, as well as the subject of national and European policies, as it is connected to highly topical issues such as climate change, emissions reduction and natural disasters, security of supply and sustainability of the current economic development model. Up to now this topic has been mainly addressed by the economic and engineering sciences, with a research focus on the hardware rather than on the human and social software. However, energy systems, and the possibilities of change, are not only economic or technological but involve also patterns of social life, representations, organizational models and relational structures. In order to generate the social preconditions for the transition to a low-emission society, focused on a growing production of energy from renewable sources and on a greater sustainability of consumption, it is therefore urgent to reaffirm the centrality of a sociological approach to energy. This book focused on three core research areas which are crucial to understand what is at stake with the energy transition: conflicts over the construction and location of renewable energy production plants; collective action on renewable sources that promote a new model of energy system in which consumers are also producers; and the social-territorial impact of energy policies.

Energy poverty can be understood as the inability of a household to secure a socially- and materially-necessitated level of energy services in the home (Bouzarovski, 2014). While the condition is widespread across Europe, its spatial and social distribution is highly uneven - a disparity that is increasingly described with the aid of the term 'energy divide' (National Energy Action, 2014). In this paper, the existence of a geographical energy divide in Europe provides a starting point for exploring the relationship between energy transitions - commonly conceptualized as wide ranging processes of socio-technical change - and existing patterns of regional economic inequality. We have undertaken a comprehensive analysis of spatial and temporal trends in the national-scale patterns of energy poverty, as well as gas and electricity prices. The results of our work indicate that the classic economic development distinction between the core and periphery (Copus, 2001) also holds true in the case of energy poverty, as the incidence of this phenomenon is significantly higher in Southern and Eastern European member states. The paper thus emphasizes the need for an explicit theoretical integration of questions of path-dependency, uneven development and material deprivation in existing conceptualizations of energy transitions. Mitigating climate change requires information about the inequality in energy consumption. Recent contributions (Banerjee and Yakovenko, 2010; Lawrence et al., 2013; Yakovenko, 2010, 2013) have studied energy inequality through the lens of maximum entropy. They claim a weighted international distribution of total primary energy demand should approach a Boltzmann-Gibbs maximum entropy equilibrium distribution in the form of an exponential distribution, implying convergence to a Gini coefficient of 0.5 from above. The present paper challenges the validity of this claim and critically discusses the applicability of statistical equilibrium reasoning to economics from the viewpoint of social accounting. It is shown that the exponential distribution is only a robust candidate for a statistical equilibrium of energy inequality when employing one particular accounting convention for energy flows, the substitution method. But this method has become problematic with a higher renewable share in the international energy mix, and no other accounting method supports the claim of a convergence to a 0.5 Gini. We conclude that the findings based on maximum entropy reasoning are sensitive to accounting conventions and critically discuss the epistemological implications of this sensitivity for the use of maximum entropy approaches in social sciences.

Global inequality is made up of two components: within countries and between countries. Over the past two centuries, the second component has strongly shaped global inequality. However, little is known about its evolution over time, and nothing at all is known about inequality in energy use and greenhouse gas emissions. This article presents a comprehensive energy-based reconstruction of international divergence and convergence. From 1820 to 1918, inequality between countries increased. This increase was followed by ups and downs until the 1970s, when a decline began. After 2000, economic convergence increased in both energy consumption and greenhouse gas emissions. Nevertheless, inequality in energy consumption was three times higher in 2020 than in 1820. Only in greenhouse gas emissions was the level of inequality in 2020 the same as two centuries earlier.

This paper investigates energy transition, energy poverty and energy inequality in Vietnam employing a longitudinal dataset of a nationally representative household survey. We use the data on residential energy expenditure of more than 9,000 households over the period 2004 - 2016. We find a transition from traditional energy to modern energy but this transition varies across regions, between ethnic and welfare groups and between rural and urban population. The poor and ethnic minority households still rely heavily on traditional energy sources such as coal and biomass to meet their energy demands. Electricity poverty has decreased but energy-cost poverty has increased. In addition, energy inequality tends to decrease at a more significant rate than income and consumption inequalities. We propose a national program for energy poverty alleviation be established to devise policies to lower households' energy costs. Further assistance to the poor and ethnic minority households is also recommended so that they can afford a higher level of electricity consumption.
