Dalam beberapa dekade terakhir ini, perkembangan Bahasa Indonesia telah meningkat pemakaiannya dari bahasa nasional menjadi bahasa internasional. Di dalam perkembangan Bahasa Indonesia menjadi bahasa internasional, maka berkembang pula bidang Bahasa Indonesia bagi Penutur Asing (BIPA). Dalam bidang BIPA ini, internasionalisasi Bahasa Indonesia menjadi sebuah keniscayaan. Internasionalisasi Bahasa Indonesia akan meningkatkan martabat Bahasa Indonesia di mata dunia internasional, yang secara tidak langsung akan meningkatkan martabat bangsa dan negara Indonesia. Peranan pemerintah Indonesia dalam memartabatkan Bahasa dalam beberapa tahun ini telah nampak dari berbagai upaya yang dilakukan oleh lembaga kebahasaan sebagaimana yang diamanatkan dalam Undang-Undang Nomor 24 tahun 2009. Diplomasi budaya melalui Pengembangan BIPA di dunia internasional amat perlu dilakukan karena bahasa mempunyai peran yang sangat besar dalam soft diplomacy. Dalam hal peningkatan peran bahasa sebagai medium berdiplomasi ini, beberapa program telah dilaksanakan oleh Pusat Pengembangan dan Strategi Diplomasi Kebahasaan (PPSDK) Badan Bahasa Pusat di bawah naungan Kementerian Pendidikan dan Kebudayaan. Dukungan diarahkan untuk meningkatkan peran bahasa untuk perdamaian dunia atau bahasa untuk misi perdamaian dunia. Sementara itu, dalam beberapa tahun terakhir terjadi perubahan gaya hidup yang melanda dunia, termasuk Indonesia, yaitu perkembangan sosial media yang begitu masif yang ditunjang sepenuhnya oleh teknologi nirkabel internet. Pemakaian media sosial membuat kita bukan saja menjadi warga negara tetapi juga menjadi warga jaringan internet (netizen/warganet) yang mengubah segala hal yang terkait dengan gaya komunikasi kita. Di belahan dunia lain, khususnya di Amerika Serikat, kebijakan presiden baru Donald Trump dalam kebijakan luar negerinya yang lebih mementingkan urusan dalam negeri atau dikenal dengan America First, dikhawatirkan juga akan mempengaruhi laju percepatan program internasionalisasi Bahasa Indonesia. Saat ini kita masih menunggu apakah kebijakan pemerintah baru AS yang tidak pro imigran dan cenderung proteksionis akan berimbas terhadap dunia pendidikan secara umum dan apakah juga ada pengaruhnya pada pembelajaran, pengajaran BIPA, dan internasionalisasi Bahasa Indonesia. KIPBIPA X/2017 ini memilih tema : PEMARTABATAN BAHASA INDONESIA DALAM MENGHADAPI PERUBAHAN KONSTELASI POLITIK DAN EKONOMI DUNIA. Pemilihan topik ini didasari atas adanya perubahan konstelasi politik dan ekonomi global, diantaranya: terpilihnya Presiden Donal Trump di Amerika Serikat, keluarnya Inggris Raya dari Uni Eropa (Brexit), membanjirnya tenaga kerja asing di Asia Tenggara termasuk Indonesia. Ketiga fenomena tersebut diperkirakan akan menjadi tantangan baru bagi diterimanya Bahasa Indonesia sebagai Bahasa Internasional, dan dengan demikian akan menjadi tantangan baru pula bagi pemangku kepentingan BIPA untuk masa-masa yang akan datang.

This essay constitutes yet another approach to the fields of inquiry variously known as discourse analysis, discourse grammar, text grammar, functional 1 syntax, or text linguistics. An attempt is made to develop a fairly abstract unified theoretical frame work for the description of discourse which actually helps explain concrete facts of the discourse grammar of a naturallanguage.2 This plan is reflected in the division of the study into two parts. In the first part, a semiformal framework for describing conversational discourse is developed in some detail. In the second part, this framework is applied to the functional syntax of English. The relation of the discourse grammar of Part II to the descriptive frame work of Part I can be instructively compared to the relation of Tarskian semantics to model theory. Tarski's semantics defmes a concept of truth of a sentence in a model, an independently identified construct. Analogously, my rules of discourse grammar defme a concept of appropriateness of a sentence to a given context. The task of the first Part of the essay is to characterize the relevant notion of context. Although my original statement of the problem was linguistic - how to describe the meaning, or function, of certain aspects of word order and intonation - Part I is largely an application of various methods and results of philosophical logic. The justification of the interdisciplinary approach is the simplicity and naturalness of the eventual answers to specific linguistic problems in Part II.
