Do informal institutions, rules and norms created and enforced by social groups, promote good local governance in environments of weak democratic or bureaucratic institutions? This question is difficult to answer because of challenges in defining and measuring informal institutions and identifying their causal effects. In the paper, we investigate the effect of lineage groups, one of the most important vehicles of informal institutions in rural China, on local public goods expenditure. Using a panel dataset of 220 Chinese villages from 1986 to 2005, we find that village leaders from the two largest family clans in a village increased local public investment considerably. This association is stronger when the clans appeared to be more cohesive. We also find that clans helped local leaders overcome the collective action problem of financing public goods, but there is little evidence suggesting that they held local leaders accountable.

Why are some communities able to come together to improve their collective lot while others are not? Looking at variation in local government performance in decentralized West Africa, this book advances a novel answer: communities are better able to coordinate around basic service delivery when their formal jurisdictional boundaries overlap with informal social institutions, or norms. This book identifies the precolonial past as the driver of striking subnational variation in the present because these social institutions only encompass the many villages of the local state in areas that were once home to precolonial polities. The book develops and tests a theory of institutional congruence to document how the past shapes contemporary elite approaches to redistribution within the local state. Where precolonial kingdoms left behind collective identities and dense social networks, local elites find it easier to cooperate following decentralization. This book addresses the long-standing puzzle of how China's private sector manages to grow without secure property rights, and proposes a new theory of selective property rights to explain this phenomenon. Drawing on rich empirical evidence including in-depth interviews, a unique national survey of private entrepreneurs, two original national audit experiments and secondary sources, Professor Yue Hou shows that private entrepreneurs in China actively seek opportunities within formal institutions to advance their business interests. By securing seats in the local legislatures, entrepreneurs use their political capital to deter local officials from demanding bribes, ad hoc taxes, and other types of informal payments. In doing so they create a system of selective, individualized, and predictable property rights. This system of selective property rights is key to understanding the private sector growth in the absence of the rule of law.

During the early 1980s China embarked on what can be seen as one of the world’s largest social experiments ever. Decollectivization meant much more than the reorganization of agricultural production into family based farming. It signalled significant changes to rural social relations, when privatization, marketization and increased geographical mobility started tearing apart the economic and social institutions that had structured collective village life under Mao. The focus of this book is on how rural society has been reorganized in the 21st century. The first chapters outline the basic organizational structure of rural China and can be used as an introduction to the topic in a classroom setting. They show how the state and its social scientists draw up plans to overcome the perceived lack of rural social organization, and discuss the often problem-ridden implementation of their ideas. The second section presents case studies of institutions that organize key aspects of rural life: Boarding schools where rural children learn to accept organizational hierarchies; lineage organizations carving out new roles for themselves; “dragonhead enterprises” expected to organize agricultural production and support rural development, and several others. The book is of theoretical interest because of its focus on the re-embedding, or reintegration, of individuals into new types of collectivities, which are less predetermined by tradition and habit and more a matter of, at least perceived, individual choice. Most chapters are based on extensive fieldwork and contain vivid examples from daily life, which will make the book attractive to anyone who wants to understand how Chinese villagers experience the extraordinary social changes they are going through.
