Information Combining is an introduction to the principles of information combining. The concept is described, the bounds for repetition codes and for single parity-check codes are proved, and some applications are provided. As the focus is on the basic principles, it considers a binary symmetric source, binary linear channel codes, and binary-input symmetric memoryless channels. Information Combining first introduces the concept of mutual information profiles and revisits the well-known Jensen's inequality. Using these tools, the bounds on information combining are derived for single parity-check codes and for repetition codes. The application of the bounds is illustrated in four examples. The U.S. Army Test and Evaluation Command (ATEC) is responsible for the operational testing and evaluation of Army systems in development. ATEC requested that the National Research Council form the Panel on Operational Test Design and Evaluation of the Interim Armored Vehicle (Stryker). The charge to this panel was to explore three issues concerning the IOT plans for the Stryker/SBCT. First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/SBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/SBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In a previous report (appended to the current report) the panel presented findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. In the current report, the panel discusses techniques for combining information.

- Donation refusal is high in all the regions of Argentina. - The deficient operative structure is a negative reality that allows inadequate donor maintenance and organ procurement. - In more developed regions, there are a high number of organs which are not utilized. This is true for heart, liver and lungs. Small waiting lists for these organs probably reflect an inadequate economic coverage for these organ transplant activities. - There is a long waiting list for cadaveric kidney transplants, which reflect poor procurement and transplant activity. - Lack of awareness by many physicians leads to the denouncing of brain deaths. In spite of these factors, we can say that there has been a significant growth in organ procuration and transplantation in 1993, after the regionalization of the INCUCAI. Conclusions Is there a shortage of organs in Argentina? There may be. But the situation in Argentina differs from that in Europe, as we have a pool of organs which are not utilized (donation refusal, operational deficits, lack of denouncing of brain deaths). Perhaps, in the future, when we are able to make good use of all the organs submitted for transplantation, we will be able to say objectively whether the number of organs is sufficient or not.
