This paper explores the role for specific structural distortions in explaining Mexico’s weak productivity growth through the resource misallocation channel. The paper makes two contributions. First, we validate the approach of measuring misallocation indirectly (Hsieh and Klenow, 2009) by illustrating a close correlation between misallocation and per capita incomes across Mexican states. Second, we exploit the large variation in resource misallocation within industries and across states together with unusually rich data at the firm, local, and industry level to shed light on its determinants. We identify several well-defined distortions that have a statistically and economically meaningful effect on productivity via resource misallocation.

This 'association requires an act of information, or a logical coupling (and, subsequently, decoupling) of two or more discrete entities. To achieve this, the entities (a part of a resource, and its associated use) must each be represented in logical form, as must be the nature of their association its duration, cost or limitations). Each logical form, in turn, must be distinct (since the parts and uses are discrete), leading ultimately to the idea that the extent of resource sharing will be limited by (1) the supply of distinct logical forms, and (2) the cost of their coupling and decoupling. Several senior natural resource analysts study the role played by innovation, particularly technological innovation, in the pursuit of heightened productivity. Increasing the output of a given input improves a firm‘s bottom line, makes it more competitive internationally, and reduces the potential for resource depletion and shortages. Thus, high productivity is a necessary ingredient of economic prosperity. This book illustrates the importance of technological innovation in achieving an acceptable level of output and efficiency. In this important new offering, a team of resource scholars describes and chronicles the development of recent innovations in selected natural resource industries. The authors also reveal the causes, sources, and net effect of such innovation on productivity. In all of these sectors productivity has increased considerably since the early 1980s, although the level of improvement varies across industries.
