El documento proporciona un informe del avance de Nicaragua en la lucha contra la pobreza. El informe se desarrolla a partir de discusiones francas con multiples organizaciones y personas. Las discusiones se iniciaron en Octubre de 1999 y todavYa continuan. El documento contiene un diagnostico y propuestas de soluciones que surgen de los procesos de consulta que tuvieron lugar con miras a fortalecer la estrategia de reduccion de la pobreza. La estrategia para fortalecer la lucha contra la pobreza se ha desarrollado en dos etapas. Durante la primera, el gobierno inicio un amplio debate sobre las causas y posibles soluciones a la pobreza. Durante la segunda, la cual continua, el Gobierno est ̄tratando de identificar objetivos intermedios, enlazar los programas con los recursos disponibles y desarrolloar un sistema participativo para dar seguimiento al avance y evaluacion de impacto de dichos programas. El documento contiene una descripcion de ambas etapas. El lector notar ̄que el rango de topicos cubiertos en las secciones IV-V todavYa se encuentra en discusion.

The debt problems of poor countries are receiving unprecedented attention. Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite. Above all, this volume for the first time addresses the issues on the ground: that is, the views and opinions about debt relief on the part of leaders in advanced nations, and the probability of further support for the most impoverished lands. In this approach, the editors and contributors have made an explicit and successful attempt to be inclusive and relevant at all stages of the analysis. This volume covers the full range of the poorest countries, with contributions by John Serieux, Lykke Anderson and Osvaldo Nina, Befekadu Degefe, Ligia Maria Castro-Monge, and Peter B. Mijumbi. In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation. It can in addition help people adapt their skills to overcome the constraints that block their full participation in a changing economic and social environment, contributing to improved human capital development and stimulating greater productive activity. The report also shows how social protection has helped to stabilize aggregate demand in times of crisis and to increase resilience against economic shocks, contributing to accelerate recovery towards more inclusive and sustainable development paths.
