Este documento presenta el informe de la XVIII Reunión Ordinaria de la Comisión de Pesca en Pequeña Escala, Artesanal y Acuicultura de América Latina y el Caribe (COPPESAALC), celebrada en San José, Costa Rica, del 29 al 31 de marzo de 2023, encuentro en el que participaron 25 delegados de 15 países. La Secretaría de la Comisión facilitó información sobre el estado de situación de la pesca marina y continental, así como de la acuicultura, en los países miembros. La Comisión debatió sobre los retos y desafíos para el desarrollo sostenible de la pesca y acuicultura artesanales en pequeña escala en los diferentes países. Se formuló el Plan de Trabajo para el bienio 2024-2025 y se emitieron recomendaciones a la XXXVIII Conferencia Regional de la FAO para América Latina y el Caribe. En el marco de la reunión, se llevó a cabo el Taller sobre Otras medidas efectivas de conservación basadas en áreas de la pesca marina en América Latina y el Caribe, y el Evento de cierre del Año Internacional de la Pesca y la Acuicultura Artesanales (AIPAA 2022) en América Latina.

La Secretaría de la Comisión facilitó información sobre el estado de situación de la pesca marina, continental y acuicultura en los países miembros de la Comisión y los principales retos para el desarrollo sostenible del sector; así como estrategias para incrementar su contribución a la Agenda 2030. La Comisión debatió sobre los retos y desafíos para el desarrollo sostenible de la pesca en pequeña escala, artesanal y acuicultura en sus países, agradeciendo a la Secretaría de la Comisión los esfuerzos realizados para implementar acciones de seguimiento a las recomendaciones de la sesión anterior. La Comisión coincidió en continuar trabajando en torno a las líneas acordadas en la Reunión Internacional de Alto Nivel sobre la Iniciativa Crecimiento Azul para América Latina y el Caribe, particularmente el fortalecimiento de capacidades a través de mecanismos de cooperación Sur-Sur y Triangular; el impulso a la acuicultura, mejorando las capacidades de los acuicultores en materia de alimentos alternativos de bajo costo. Estas actividades se vieron reflejadas en el Plan de Trabajo formulado para el bienio 2020-2021. La Comisión emitió recomendaciones a la Secretaría, a los gobiernos y a la XXXVI Conferencia Regional de FAO-RLC a celebrarse el primer trimestre de 2020.

The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability. The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

The objective of this guidance on fulfilling the reporting requirements of Article 12 of the Code of Conduct is to obtain a regular flow of information on its observance to strengthen implementation of the Code, to provide data for its future revisions and improvement, and, most importantly, to improve the protection of human health and the environment related to pesticide use and management in agriculture and public health. The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.

For many countries tourism is an industry of great economic significance; it is seen as a main instrument for regional development, as it stimulates new economic activities. Tourism may have a positive economic impact on the balance of payments, on employment, on gross income and production, but it may also have negative effects, particularly on the environment. Questions arise as to whether it is possible to keep on developing tourism in a certain area without negative or irreversible influences on the environment. Tourism and Sustainable Economic Development provides a theoretical framework for these problems, as well as practical illustrations on the following topics: the conditions under which specialization in tourism is not harmful for economic growth; the trade-offs, if any, between tourism development and economic growth; the need for government intervention and the various policy options and instruments available to policy makers. The book comprises two parts. The first part presents general views on tourism and sustainable economic development, and some opinions on the relationship between tourism and the environment. Some of the basic concepts implicit in sustainability are examined in relation to regional development, urban tourism, art cities, and rural tourism. The second part of the book concentrates on strategies and policy instruments. The Workshop has been organized under the auspices of the Technical Committees TC-101 “Laboratory Testing”, TC-106 “Unsaturated Soils” and TC-308 “Energy Geotechnics” of the International Society of Soil Mechanics and Geotechnical Engineering. This volume contains the invited keynote and feature lectures, as well as the papers that have been presented at the Workshop.
