Ce rapport porte sur la contribution des infrastructures de transport à la croissance économique. Le point de vue adopté ne se limite pas à l’expansion du produit intérieur brut, mais prend en compte les impératifs du « développement durable » dans ses trois composantes : économique, sociale et environnementale. L’objectif à atteindre est celui du bien-être, au sens large, des générations présentes et futures. Ceci étant, quelles que soient les politiques de transport envisagées, elles ne doivent pas ignorer les règles du calcul économique, au risque de déboucher sur des gaspillages, de freiner la croissance et donc de conduire à des pertes de bien-être. Dans le secteur des transports, comme dans d’autres, la puissance publique à un rôle important à jouer. L’État détient les commandes essentielles du système de transport. Pour autant, il ne peut pas commander directement les résultats, notamment la répartition entre les différents modes de transports. Pour les auteurs de ce rapport, il convient donc de recourir méthodiquement aux études coût-avantage. Ils recommandent, en particulier, de mieux intégrer les externalités, au premier rang desquelles celles liées aux émissions de gaz à effet de serre. Il est aussi essentiel de tenir compte des contraintes de financement des projets d’infrastructure. Les auteurs proposent, par ailleurs, la création d’une Agence d’évaluation et d’orientation du système de transport en mesure de commander les études d’évaluation économiques nécessaires et d’organiser le débat public. The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas.
