Gli investimenti in infrastrutture rivestono un ruolo strategico all’interno dello sviluppo sociale ed economico di un Paese. L’Italia si è storicamente contraddistinta per un ritardo significativo nella dotazione di capitale fisico rispetto ai partner europei, soprattutto nel settore dei trasporti ed ancor di più nel Mezzogiorno. Lo stesso Codice dei contratti pubblici introduce l’obbligo di redigere un “progetto di fattibilità” affinché un progetto di investimento possa essere ammesso al finanziamento. Dopo la lunga fase recessiva e deflattiva, sembrano oggi manifestarsi le condizioni per la ripresa economica, in Europa e, con qualche maggiore incertezza, in Italia. Ma per consolidarla e renderla sostenibile è essenziale rilanciare gli investimenti e favorire un nesso virtuoso fra investimenti pubblici e privati e il loro cofinanziamento. Innanzitutto gli investimenti in infrastrutture. Le infrastrutture di un sistema rappresentano il complesso degli elementi sia di governance politica, sociale e di impresa, sia di natura fisica, umana, organizzativa e informatica, che sono alla base del buon funzionamento e dello sviluppo di una società, di un Paese, di un’economia, di un’impresa. In questo complesso intreccio, le politiche pubbliche e i sistemi di lotta alla criminalità costituiscono riferimento essenziale per assicurare la qualità, l’efficacia e l’efficienza degli investimenti nelle infrastrutture fisiche, sottoposti a rilevanti pressioni e inquinamenti, collegati in particolare a fenomeni corruttivi. Appaiono parimenti imprescindibili idonei interventi atti ad accrescere la produttività totale dei fattori e gli investimenti nell’educazione e in ricerca e sviluppo, che incrementano il tasso di sviluppo potenziale del sistema economico. Occorrono anche politiche creditizie diverse, non penalizzanti, per sostenere i canali di finanziamento dell’economia.
