The cultural diversity within many major projects require those managing them to adapt their project management approach to be in harmony with the preferences and behaviours of stakeholders from these cultures; failure to do so can lead to misunderstandings about the project’s purpose and structure; significant difficulties in implementation and in some cases, to conflict or litigation. In a relatively short time, many European governments have been purposefully dropping the notion ‘multicultural’ or other references to cultural diversity in their policy vocabularies. More and more politicians and public intellectuals have criticized a perceived shift towards ‘too much diversity’. Research on multiculturalism and information and communication technology (ICT) has been important to understanding recent history, planning for future large-scale initiatives, and understanding unrealized expectations for social and technological change. This interdisciplinary area of research has examined interactions between ICT and culture at the group and society levels. However, there is debate within the literature as to the nature of the relationship between culture and technology. In this synthesis, we suggest that the tensions result from the competing ideologies that drive researchers, allowing us to conceptualize the relationship between culture and ICT under three primary models, each with its own assumptions: 1) Social informatics, 2) Social determinism, and 3) Technological determinism. Social informatics views the relationship to be one of sociotechnical interaction, in which culture and ICTs affect each other mutually and iteratively, rather than linearly; the vast majority of the literature approach the relationships between ICT and culture under the assumptions of social informatics. From a socially deterministic perspective, ICTs are viewed as the dependent variable in the equation, whereas, from a technologically deterministic perspective, ICTs are an independent variable. The issues of multiculturalism and ICTs attracted much scholarly attention and have been explored under a myriad of contexts, with substantial literature on global development, social and political issues, business and public administration as well as education and scholarly collaboration. We synthesize here research in the areas of global development, social and political issues, and business collaboration. Finally we conclude by proposing under-explored areas for future research directions.

Higher education is facing a perfect storm as it contends with changing demographics, shrinking budgets and concerns about access and cost, while underrepresented groups – both in faculty ranks and students – are voicing dissatisfaction with campus climate and demanding changes to structural inequities.This book argues that, to address the inexorable changes ahead, colleges and universities need both to centralize the value of diversity and inclusion and employ a set of strategies that are enacted at all levels of their institutions. It argues that individual and institutional change efforts can only be achieved by implementing “diversity as a value” – that is embracing social change efforts as central and additive rather than episodic and required – and provides the research and theoretical frameworks to support this approach, as well as tools and examples of practice that accomplish change.The contributors to this book identify the elements that drive successful multicultural initiatives and that strengthen the effectiveness of campus efforts to dismantle systemic oppression, as well as the individual and organization skills needed to manage difference effectively. On the one hand, there are many attempts to implement the theory of multiculturalism in political practice. The slogan of Berlin’s integration concept in 2007 ‘Vielfalt Fördern – Zusammenhalt Stärken’ (Supporting Diversity – Strengthening Cohesion) aimed at the advertisement of the positive potential of the city’s pluralist landscape. On the other hand, the media often issues headlines and statements of politicians who declare multiculturalism in Germany as unsuccessful. The mayor Heinz Buschkowksy of Neukölln, a district in Berlin inhabited by about 30 percent migrants, with his rigorous conclusion “Multiculturalism has failed.” in 2005 caught the attention of the media. In these contradicting positions - the constant efforts to politically apply multicultural theory and then again the questioning whether multiculturalism is generally applicable in Germany - originates the interest to gain an extensive insight into multiculturalism practiced in Germany. This paper aims to combine the political theory and practice of multiculturalism. Therefore, it inquires how the theoretical concept of multiculturalism is put into practice in a German context as an efficient means to manage immigration. After the definition of the term multiculturalism, this essay will further concentrate on German examples. Due to my own interest and the reason that in my opinion case studies better illustrate the theory I chose to concentrate on the German cities Frankfurt (Main) and Berlin to demonstrate how multiculturalism was implemented there. Within this framework the paper inquires to answer the questions of how German multiculturalism developed and what its characteristics are. Due to the earlier pointed out inconsistencies in the debate about multiculturalism the last part of the paper elaborates and names the main criticisms against the term especially manifest in the case studies.
