A Triple Helix of university-industry-government interactions is the key to innovation in increasingly knowledge-based societies. As the creation, dissemination, and utilization of knowledge moves from the periphery to the center of industrial production and governance, the concept of innovation, in product and process, is itself being transformed. This book examines how technological modernisation and innovation policies have been implemented in Russia from the Soviet era to the present day. This book examines the problem of the innovation divide in the world economy, and convergence in innovation performance between leaders and followers, analysed through the prism of Chinese experiences, and explored from an European Union (EU) perspective.
