De la mise en place - par la SNCF - d'un nouveau système de distribution, dénommé Socrate, au début de l'année 1993, on a surtout retenu les difficultés et la grogne des usagers qui s'ensuivit. Mais l'innovation technologique n'était que l'un des aspects d'une mutation organisationnelle plus profonde. Socrate a, en effet, constitué un véritable projet d'entreprise pour l'un des nouveaux centres de responsabilités de l'établissement national, l'Activité Grandes Lignes. La conduite du projet - impulsé au départ par quelques membres de la direction de l'entreprise - a été effectuée en associant étroitement les personnels à sa réalisation, permettant ainsi une réforme profonde des modes de fonctionnement habituels de la SNCF. Pourquoi, alors, les déboires que l'on connaît ? La généralisation du système informatique a fait ressortir les pratiques que le projet n'avait, précisément, pas réussi à modifier : alors que Socrate était adopté par l'ensemble de l'Activité Grandes Lignes, l'absence des usagers dans sa préparation, doublée de la médiocrité de la communication externe, ne pouvait qu'amener - de leur part - une attitude de rejet, qui compromettait ainsi les efforts de changement de la SNCF.
