This summary report describes a May 1998 transportation technology scanning tour of four European countries. The tour was co-sponsored by the Federal Highway Administration (FHWA), the American Association of State Highway and Transportation Officials (AASHTO), and the Transportation Research Board (TRB). The tour team consisted of 10 traffic engineers who visited England, France, Germany, and Sweden to observe traffic control devices and methodology and to determine if any European practices should and could be recommended for use in the United States.

Aiming to draw attention to progressive and innovative traffic management practices that could be viable in similar locations or situations, this report features five model small communities. The examples have been selected in order to achieve a balance of varying population sizes, traffic management solution types, and geographical locations. Monrovia, California (pop. 37,000) was experiencing collisions or near-misses between emergency vehicles and motorists at intersections. In response, the City deployed an emergency vehicle preemption and visual warning system. Towson, Maryland (pop. 52,000) constructed a modern roundabout to improve a dangerous, congested, five-way signalized intersection at the city center. Mount Desert Island, Maine (pop. 10,000), home to Acadia National Park, instituted a seasonal shuttle bus service to permit continued growth in tourism without continued growth in traffic congestion and vehicle emissions. Orem, Utah (pop. 84,000) installed a computerized traffic signal coordination system to improve traffic congestion in the central business district. And Aspen, Colorado (pop. 8,000) established a non-profit car sharing organization to reduce the parking demand, in a community where demand for residential parking exceeds supply.

Transport systems are facing an impossible dilemma: satisfy an increasing demand for mobility of people and goods, while decreasing their fossil-energy requirements and preserving the environment. Additionally, transport has an opportunity to evolve in a changing world, with new services, technologies but also new requirements (fast delivery, reliability, improved accessibility). The subject of traffic is organized into two separate but complementary volumes: Volume 3 on Traffic Management and Volume 4 on Traffic Safety. Traffic Management, Volume 3 of the 'Research for Innovative Transports' Set, presents a collection of updated papers from the TRA 2014 Conference, highlighting the diversity of research in this field. Theoretical chapters and practical case studies address topics such as cooperative systems, the global approach in modeling, road and railway traffic management, information systems and impact assessment.

The objective of this study was to investigate and evaluate the usage and effectiveness of innovative traffic control devices that can be used in short-term work zones. Any device to be used in short-term work zones should command the respect of drivers, be durable, have an easily understood meaning, be low cost, be quick and easy to install and remove, and be reusable. This study was conducted in three sections: a literature review of previously published research, a nationwide usage survey, and a field test for a selected device, portable plastic rumble strip (PPRS). PPRSs, which have been tested on a closed course, were found to be a device potentially suitable for use at shortterm work zones. This field study was to investigate the effects of the PPRSs and drivers' response to them at three short-term maintenance work zones in Kansas. The results showed that the effect of PPRSs in speed reductions was more significant on cars than on trucks. The PPRSs reduced car speeds by 4.6 to 11.4 miles per hour. They also created 5.0 to 11.7 miles per hour mean speed reduction for trucks, but the reductions were only at two test sites. It was observed that 30 to 80 percent of truck drivers activated their brakes (indicated by brake light illumination) when they approached the PPRSs. In addition, about five percent of car and truck drivers swerved around the PPRSs. This indicates that additional signage or other supplemental traffic devices would be needed when the PPRSs are implemented.
