Animal hoarding cases in regard to 501(c)3 nonprofit agencies have been on the rise in recent decades and current intervention strategies are struggling to address this complex social problem. Animal hoarding not only affects the animals being abused, but it has adverse effects on humans and the environment. This paper examines the complexities surrounding animal hoarding, specifically focusing on the rescue hoarder mentality. The current intervention methods used are criminal prosecution, civil/regulatory enforcement, and mental health evaluations/treatments. Criminal prosecution is effective for some animal hoarders, but a lack of laws protecting animals along with animals being viewed as property translates to lenient punishment for offenders; with many judges not taking animal hoarding cases as seriously as cases involving humans. Civil and regulatory intervention methods can be effective for quickly obtaining animals in a hoarding case, however proper enforcement is hindered by the lack of comprehensive regulatory frameworks on the state or city level. Mental health intervention methods are essential for animal hoarding cases, however since animal hoarding is not classified as a mental health illness there is a lack of treatment and follow-up care from health care professional when working on an animal hoarding case. These complexities contribute to an almost 100% recidivism rate among animal hoarders. This paper reports on Best Practices from The Association of Shelter Veterinarians, Best Friends Animal Society, and the ASPCA; along with examining the laws in the only two states to specifically outlaw animal hoarding: Hawaii and Illinois. There are opportunities for improving protections for animals, all focus on a holistic, multidisciplinary approach with suggestions for strengthening anti cruelty statutes, educating professionals on animal hoarding and its effects on animals, humans, and the environment.

The city includes opportunities as well as constraints for humans and other animals alike. Urban animals are often subjected to complaints; they transgress geographical, legal as and cultural ordering systems, while roaming the city in what is often perceived as uncontrolled ways. But they are also objects of care, conservation practices and bio-political interventions. What then, are the "more-than-human" experiences of living in a city? What does it mean to consider spatial formations and urban politics from the perspective of human/animal relations? This book draws on a number of case studies to explore urban controversies around human/animal relations, in particular companion animals: free ranging dogs, homeless and feral cats, urban animal hoarding and "crazy cat ladies". The book explores ‘zoocities’, the theoretical framework in which animal studies meet urban studies, resulting in a reframing of urban relations and space. Through the expansion of urban theories beyond the human, and the resuscitation of sociological theories through animal studies literature, the book seeks to uncover the phenomenon of ‘humanimal crowding’, both as threats to be policed, and as potentially subversive. In this book, a number of urban controversies and crowding technologies are analysed, finally pointing at alternative modes of trans-species urban politics through the promises of humanimal crowding - of proximity and collective agency. The exclusion of animals may be an urban ideology, aiming at social order, but close attention to the level of practice reveals a much more diverse, disordered, and perhaps disturbing experience.

Do depictions of crazy cat ladies obscure more sinister structural violence against animals hoarded in factory farms? Highlighting the frequent pathologization of animal lovers and animal rights activists, this book examines how the “madness” of our relationships with animals intersects with the “madness” of taking animals seriously. The essays collected in this volume argue that “animaladies” are expressive of political and psychological discontent, and the characterization of animal advocacy as mad or “crazy” distracts attention from broader social unease regarding human exploitation of animal life. While allusions to madness are both subtle and overt, they are also very often gendered, thought to be overly sentimental with an added sense that emotions are being directed at the wrong species. Animaladies are obstacles for the political uptake of interest in animal issues-as the intersections between this volume and established feminist scholarship show, the fear of being labeled unreasonable or mad still has political currency.
